bill finalized
The House finalized

previously agreed upon
$1.95 billion appropriation
to common education. This
funding should prevent any
unnecessary teacher lay
offs, and provide for a pro-
ductive school day.
House Bill 1160 is the first
appropriation to any state
agency for Fiscal Year 2004
The passage of this bill is a
major victory for educators,
students, and parents.
House Bill 1247 would
write a new chapter in bud
get procedure: the measure
would establish a deadline
for the Legislature to fund
education each year. This
bill takes a step to ensure
school administrators have
the resources they need to
make decisions about their
school district s budget.
The watershed legislation
would require the Legisla-
ture to present to the Gov
ernor measures that pro
vide full funding for the
support of common educa
tion at least 25 days prior
to the date by which schools
must notify teachers of con
tract decisions
State law requires school
districts to inform certified
teachers of renewal or non
renewal of their contracts
for the upcoming school
year by April 10th.

feated in the House this
week
Opponents of the bill ar
gued that it increased the
appropriation of the office
for the work they are al
ready being paid to do. The
fee could be as high as

An amendment added to
SB 492 provided for
parental notification be
fore an abortion can be per
