“BLACKMAIL” AND “PIRACY"
When waiters neglect early comers
to pay assiduous attention to late ar
rivals who have given them tips they
perpetrate a disgraceful Injustice well
worthy of punishment as a mlsde-
meanor says the Milwaukee Wiscon-
sin The United States Is a republic
In a republic distinctions between the
rich and poor are especially invidious
Distinctions between persons who tip
and persons who refrain from tipping
are not only Invidious but constitute a
species of blackmail and blackmail is
certainly a misdemeanor if indeed it
is not a crime The object of all good
laws is to enforce justice Is there any
justice in a conspiracy among waiters
to neglect those of their employers’
patrons who are unwilling or unable
to pay more than the established and
current price for what'they order? Is
the conspiracy" any less a conspiracy
if the employer of the waiters is a
party to it as is sometimes the case?
A corporation or an individual en-
gaged in catering to the public in any
capacity who sets a price on meals or
on anything else in which he deals
and then permits his employes to ex-
act tips and to discriminate against
those of his customers who do not give
tips is not only disloyal to his patrons
but an enemy of the public and de-
serving of punishment His employes
who exact tips and give' grudging
service if the tips are not paid are
also enemies of the public

United States Judge Marshal Tuesday
overruled the motion filed by attorneys
for Governor Haskell and the other de-
fendants in the Muskgee town' lot

tion was that the Arkansas statute
under which the jury is drawn has

- Oklahoma City — Attorneys retained
in the tax ferret fight were in Guthria
Saturday consulting with other attor-
neys They also visited the library
of the supreme court and examined the
records in the office of the secretary
of state for the purposo of collecting
data which will be-ued in -showing
causes why C H McCafferty treas-
urer of Oklahoma county does not
enter the 4000 alleged "tax dodgers”
on his books He has been given until
May 18 under alternative writ of man-
damus to make answer
Dally' calls for the text of the tax
ferret law are being made by business
men and farmers of Oklahoma county
who will be made to suffer severely
if thetax ferret law is allowed to stand
Many alleged inconsistencies and much
alleged injustice is found in the list of
property owners by those who have
taken occasl-on to examine it
The law was passed upon the pro-
mise that it would tend to ameliorate
some of the elements of graft and un-
just taxation which were found to ex-
ist under a previous law - It is said
that the end of the present law arc
perhaps in the right and that in the
main no property should be permitted
to escape taxation A strong argu-
ment is extant' however that the
great injury which the plan will in-
volve Is enough to condemn it in the
eyes of all fair minded men -It
is also said that while the law
says an appeal may be takeh it does
not say by whom it may be taken
and that the property owner is there-
by handicapped in making protest
It is declared that the law requires
the tax ferret to turn in property
under the head of money goods and
chattels with no regard to accurate
information as to where the prop-
el dy is located or whether It he so
cifled as martgages stocks money m
banks or real estate that if the fer-
ret wins each affected property own-
er many of wjiom do not keep books
will have to make an introspection
from memory into his business trans-
actions for the last- five or ten years
Further allegations maintain that
numerous liens on property in the
county and over the state will tend
to discourage the investment of for-
eign capital '
It has been shown that many con-
cerns such as makers of typewriters
Implements buggies harness wagons
and many other staple products are
manufactured in the state on foreign
capital who accept payment on con-
ditional notes and that by reason of
this much embarrassment will ensue
The fact that Oklahoma is a new
state just emerging from the looce
methods and customs of territorial
government has encouraged Irregulari-
ties such as will work to disadvantage
in arriving at a Just listing of prop-
efty owned a number of years ago
The tax ferrets are allowed a com-
mission of 25 per cent on all taxe
collected under property listed by the
ferrets
