Supreme Court's Decision to
Bring About Revision of
Commission Power.
Oklahoma City PA. IS. W) A
vholrasle revision of the rules under
which the Oklahoma corporation
commission has enforced oil prora-
tloo was predicted generally today
as a result of the state supreme
court's newest opinion invalidating
the shutdown of the H. P. Wilcox
on and Gas Co. wells in the Okla-
homa City oil field.
. Chairman Paul Walker was in
conference this mr .Ing with Com-
missioners J. C. .valton and E. 8.
Hughes and a digest id the opinion
was being prepared by W. H. Brown
commission attorney who is ex-
pected to recommend revolutionary
changes in tha rules if the commis-
sion so directs.
Tha court held that proratlon. In
general was valid but decided it
mutt be on a per wen basis and
that the commission has no author-
ity to maka special or local rules but
must make orders of a general na-
ture. Written by Justice Andrews the
opinion also held:
The corporation commission has
no authority to make an order shut-
ting in an on well because tha oper-
ator of the well has transported or
old oil in an amount larger than
tha amount allowed to be produced
from the wen under tha allowable
fixed by the corporation commis-
sion. ... If the well is to be
hut In it must be after proof that
the production was in excess of tbs
proportionate amount of oil pro-
duced from the common source of
supply."

I'm sorry X didn't" ha said.' "X
would kill all presidents and all of-
ficers. . - Elaborating this theme Zangara
said that he had once intended to
kill tha king of Italy but the plan
had not worked out Recently he
said . he decided to kill President
Hoover but hearing that Roosevelt
waa coming here he substituted
him as the target for hie hate of
authority and leadership.
. Tha ramifications of ths ease and
developments following it were legion
but ons of ths most striking wss
ths manner In which not only the
president-elect himself but also an
the members of his family reacted
.to his close escape item death.
; - Mrs. Roosevelt learned of the
hooting In Hew York but there was
not even for a moment any sug-
gestion of hysteria or low of emo-
tional control. "X have ths habit of
.doing things X have said X would
-do" ehe announced and took a train
for Rhaca H. Y where she had
'promised to make a speech at a farm
and home gathering. Today she
.reaffirmed her philosophy on such
matters.
"If they want to get you they
'can. tha said. "And eo ths only
thing to do is Just to go along and
.not think about such things any
mars than you have to."
Government officials however in-
dicated that the shooting win re-
sult in an increased guard being
placed over the president-elect and
protection being thrown about tbs
persons of ths other members of the
family. It waa not dladceed what
form this protection would take.
-- Nor was this tha only way in
which official Washington reacted
.to the (hooting and the sudden
frightening shadow of death which
-passed so unexpectedly over the
.incoming president. : .
Reversing its previous action the
house Judiciary committee today fa-
vorably reported the blink Mil for
-heavy penalties for those who ad-
vocate overthrow of ths government

Senator Hatfield. Republican id
West Virginia asked the senate to
act immediately on a bill for the
exclusion or expulsion of alien com-
munists. During his Questioning in Jail here
Zangara was asked if he was an
