To Seek Peace
By PHIL NEWSOM
UPI Foreign News Analyst
It must occur to Jewish
leaders, as it also has to some
Arab leaders, that continuing
Arab disarray makes it almost
unnecessary for Israel to press
for peace with the Arab states.
The 1967 war gave her the
border security she needs.
Control of the entry way to
the Red sea assures her port of
Aqaba access to the Indian
ocean. She has her own desert
pipeline carrying oil to the
Mediterranean. Until a settle-
ment is reached she continues
to exploit Egyptian oil wells in
the Sinai.
Recent weeks have provided
numerous examples of the Arab
disarray, not only between
individual Arab nations but
between the two groups as
represented by the so-called
revolutionary nations and the
conservative monarchies.

I Tensions Building
| And along the Mediterranean,
tensions were building between
I Morocco and Libya. Morocco
J accused Libyan strongman
I Moammar Khadafy of sending
tribesmen into the mountains
on the Moroccan side of the
border to stir up trouble for the
Moroccan monarchy.
The Kuwaiti-Iraqi clashes go
back to 1961 when Kuwait
received independence from
Britain.
The Iraqi dictator of the
time, Abdel Kraim Kassem,
claimed Kuwait as an integral
part of Iraq. British forces,
later replaced by Arab league
troops, landed to protect
Kuwait.
With Kassem’s downfall in
1963, Iraq dropped the claim
and received in return a $100
million loan from Kuwait which
never has been repaid.
Kuwait’s best friend at the
moment is another monarchy,
Saudi Arabia.
Among the Saudi forces that
could come to Kuwait's aid are
some 5,000 men trained by
Jordan in paratroop and
commando operations. They
could be expected to provide
formidable opposition to Iraq's
Soviet-trained forces.
The Saudi-South Yemen enmi-
ty is well-established. The
Marxist South Yemen regime
which has received help from
both China and the Soviet
Union, accused Saudi Arabia of
plotting its overthrow. Saudi
Arabia has given refuge to the
sheiks and emirs ejected by
South Yemen.
Further contributing to inter-
Arab differences has been the
question of the Palestine
commandos.
Plead Palestinian Cause
Since the killings of one
Belgian and two American
diplomats at Khartoum by
members of the Palestinian
Black September movement,
Sudanese President Jaafar
Nimeiry has become one of
their chief opponents, joining
King Hussein of Jordan who
ousted the Palestinian guerril-
las from Jordan in 1970-71, and
the quiet opposition of Saudi
Arabia. It is ironic because
Nimeiry was one of those to fly
to Jordan in 1970 to plead the
Palestinian cause.
Most strongly in favor of the
Palestinians are Iraq, Syria,
Libya, Algeria and South
Yemen.
