MARSEILLE, France IP — A plastic explosive
J charge damaged the local headquarters of President
i Charles de Gaulle's party Thursday night. Police arrest-
‘ ed four men for questioning.
The explosion tore the door off the office of the Un-
ion for a New Republic (UNR) and scattered papers
about the rooms. Windows were blown out all over the
courtyard of the building.
. It was the first violence of the heated election cam-
. paign for municipal councilors. Supporters of Mayor
; Gaston Defferre, a socialist candidate against De Gaulle
« in the presidential race, are being hotly challenged by
the Communists, dissident Socialists and Gaullist sup-

DUBLIN IPP — Prime Minister Sean Lemass is going
to call a general election after suffering a setback in a
by-election in County Cork.
The government's Fianna Fall Party candidate,
Florence Crowley, lost Thursday by 5.663 votes in Mid-
Cork to Mrs. Eileen Desmond, a Labor Party widow' run-
ning for her husband's old seat in the dail (parliament).
Lemass said he would call a general election if the
vote in Cork indicated a “withdrawal of support" from
his party. Fianna Fail ran 1,100 votes behind its I960
showing.

Testimony has indicated
that only a small fraction of
the federally insured bank-
ing industry has been hit by
improper practices.
Government officials de-
scribed malpractices which
forced the closing of 11 in-
sured banks within 12
months, and of indications
that underworld characters
may have figured secretly in
at least one bank failure.
The hearings are to extend
through several weeks, but
McClellan said he hoped tes-
timony on major problems
could be completed in time
to permit the enactment of
corrective new laws this
year. He said observers for
the senate banking commit-
tee. which handles such leg-
islation, are sitting in on the
inquiry.
The hearings are to re-
sume Tuesday to receive ex-
pert testimony from Federal
Reserve Board chairman
William McChesney Martin,
then will switch to the quizz-
ing of officials of one of the
banks that failed, the San
Francisco National Bank.
But already, McClellan
said, it is clear that there is
a definite need for legisla-
tion to compel the unmask-
ing of any secret partners in
the ownership of federally in-
sured banks, and automatic
investigation of their integri-
ty and competence. He said
other laws may be needed.
Don C. Silverthorne, presi-
dent of the defunct San
Francisco bank, and William
S. Bennett, an associate,
also are to testify next week,
probably following Martin at
the witness table. McClellan
said officials of the closed
First National Bank of Mar-
lin, Texas, and Brighton,
Colo., National Bank are to
be heard later.
He said Bernard S. Gar-
rett and Joseph S. Morris,
involved in the Marlin bank,
will be heard ultimately.

John E. Horne, chairman of
the institution, at
rawalde-Meseritz, now

The West German govern-
ment Friday denied a re-
port Israel had demanded
West Germany guarantee
its borders as a condition
for opening diplomatic re-
lations.
Karl Guenther von Hase,
the government press
chief, said Israel had nev-
er brought the matter up.
Another official added
such a guarantee would be
a political and strategic
impossibility for West Ger-
many.
Von Hase told a news
conference Kurt Birren-
bach. Chancellor Ludwig
Erhard’s special envoy,
would return to Israel next
week to continue negotia-
tions on diplomatic rela-
tions.

ly Erhard’s decision

BANGKOK, Thailand (UPI) — Premier Thanom Kit-
tikachorn has charged Communist China is stepping up
efforts to foment a Viet Nam-type war in Thailand which
could involve American troops.
Thanom said since the Chinese Reds "cannot pene-
trate further in South Viet Nam, they have now changed
plans and hope to penetrate Thailand "
Thailand, with South Viet Nam, is the United States'
staunchest ally in Southeast Asia.
Thanom said American troops could he brought in
under both the United States-Thailand bilateral defense
agreement and the American-sponsored Southeast Asia
Treaty Alliance (SEATO).

MONTREAL (UPI) — A fig lenf would be a more

hex's new Democrat leader Robert Cliche said Thursday
night.
"Canada’s cowering nakedness is there for all the
world to see," said Cliche. "and we are afraid to offend
the foreign power which controls over half our economy.
That power, of course, is the United States
He claimed Canada is selling out to the United
States, while at the same time "bravely humming O
Canada' and waving our new flag in our teeth."
"We are in the proces of being bound head and foot
by foreign powers,” he said. "And we are fooling no one
but ourselves."
