SAM MASSINGALE’S
WEEKLY IETTER
Again attention is directed
to the farm bill The Senate
made objections to some of the
amendments adopted by the
House to this bill and the pro-
cedure required that it be sect
to conference It was in con-
ference until Thursday Feb-
ruary 27 when it was again
brought before the House and
the House adopted the confer-
ence report I am quite sure
that the Senate will al?o adopt
it This completes the bill so
far as the legislative branches
are concerned
In my letter of last week I
mentioned the fact that I had
been interested in a provision
of the bill carrying some of the
benefits to tenants and share
croppers when they had con
tracts that entitled them to
share in these benefits This
was the bone of contention in
the Senate There were some
Senators who took the position
that a shire cropper or tenant
farmer should not have any
interest at all in the benefits
of this legislation and a com
promise was effected in - the
following respects: Under the
'original Act as passed by the
House there was a direction to
the Secretary of Agriculture
to consider and respect the
rights of tenants and share-
croppers in the distribution of
payments The amendment
changed the language t® read
-in substance that as far as
practicable tne rights of ten-
ants and share croppers should
be protected I do not like this
language However when the
con fience report was being
considered in he House I
asked the Chairman of the
Agriculture Committee what
he thought of the change in
the wording of the amendment
He said it was the best the
Senate would const nt to give
