expansion — seeking always to in-
crease its output lower its prices

appearance before a joint session

against “jurisdictional strikes and

to stir controversy in and out of
congress with a new call for en-
actment of the entire slate of civil
rights proposals he advocated last
year
Asserting "the heart of our for-
eign policy is peace” the presi-
dent requested that the hands of
th country's diplomats and of the
United Nations b strengthened by
passage of a universal training
law H said its enactment “is
essential to the security of the
United States”
Mr Truman said “th state of
the union is good” but that pros-
perity is threatentd “at a number
of critical points in th economy”

while curbing “bench quarter-

National Collegiate Atheistic as-
sociation today
Th advisory rule committee of
th American Football Coaches
association recommended that free
substitutions be permitted be-
tween play when possession of
tha ball changes from on team to
the other as well aa whan time

may send in players in batch

only when time has been called

visory committee was elimination
of th preaent rule permitting sub-
stitution of a man after every play
