WASHINGTON D C— A for-
mer California newspaperman
now closely associated with In-
dian problems recently made the
following illuminating statement
here in Washington: “In the na-
tional life the Indians occupy a
positicn very similar to that of
the people of the District of Col-
umbia They are ruled and govern-
ed by congress The House and the
Senate are the final arbiters 'of
Indian affairs Congress makes
the policies the appropriations
and the laws governing the In-
dians In fact congress in rela-
tion to the Indians occupies the
position of city eouhcil a beard
of county commissioners and cf
a state legislature in addition to
the exercise of the functions of a
guardian over the property of the
Indians”
Because of this relationship there
must come before congress at
every session a vast vairicty and
number of proposed Indian laws
in almost every conceivable sub-
ject Usually between two and
lhree hundred bills dealing with
Indian subjects aie introduced
about fifteen to twenty per cent of
these bills are enacted into law in
the average session
About two hundred bills are be-
fore the present congress for con-
sideration The Indian Affairs
committees of the House and Sen-
ate have taken action on more
than two score of the local and
special bills Consideration of
pending general legislation did
not begin until the latter part of
March
Referring to the pending Okla-
homa Indian Welfare legislation
the same newspaperman said
“This bill contains a number of
innovations It endeavors to sup-
ply the landless Indians of Okla-
homa with land to be productively
used by the Indians for whom it
acquired it creates an Indian
farm credit system closely par-
alleling ithe federal production
credit system for white farmers
it encourages the organization of
Indian cooperative associations for
a variety of purposes and it pro-
poses to finance these cooperatives
hrough loans from a two million
iollar fund The bill also makes a
distinction between persons of
one-half degree of Indian blood
or more and those possession a
smaller quantum of Indian blood
Over those of half blood or more
federal jurisdiction is re-established
throughout Oklahoma Those
who are predominantly white are
gradually to be released from fed-
eral ctontrol and supervision”

How 5000 women successfully
run their own businesses is re-
vealed in an Ownership Survey
being made by the National Fed-
eration of Business and ' Profes-
sional Women’s club among their
55000 members
“The Federation which has
branches in every state in the Un-
ion in Alaska and Hawaii feels
that when the story cf the depres-
sion is finally told it will be
found that women who own their
own businesses have played a great
part in the recovery program by
hiring unemployed women and by
oaking extra jobs which they
can fill” says Miss Mary Stewart
chairman of the Education Com-
mittee of the Federation which is
making the survey
“There are 395 businesses and
professions represented in the
membership of the national federa-
tion which is well over 55000
“These 5000 women are being
asked their opinions as to the out-
look for women in their fields of
business what formal training if
any they recommend what re-
cognition they have received in
their communities how they hap-
pened to choose their field what
oblems they have found most
perplexing and whether last year
bowed a profit

ON KIDNAPPING CHARGE
Joe Adamson of Okmulgee is
charged wi'th kidnapping and his
attorney appeared for him and ar-
ranged 'bond and his case will
come before Justice Gaston Wedns-
day Mr Adamson is charged with
kidnapping his daughter by a for-
mer marriage while she was at
school in Okemah
The mother and the sheriff want
to Okmulgee ind obtained posses-
sion of the girl and kidnapping
