Defense Plan
Nearly Ready
r 'De-1
fense Department' is almost ready
'to hand Pfeident Kennedy a de-
fense 'speedup plan calling for a
$21 billion increase in former
-President Dwight D Eisenhower's
military btidget
Noyi Ixing whipped into final
shape by Defense Secretary Robert
S McNamara and his aides the
plan calls for speeding missile pro-
duction increasing the number of
jet bombers on 15-minute alert
and boosting the size of conven-
tional forces for "brushfire" wars
The proposals a followup to Ken-
nedy's campaign criticism of US
defense policy would add an esti-
mated $2032000000 to the $41-
840000 military request which Ei-
senhower sent to congress for the
12 months starting July 1
Four Pentagon task groups re-
appraised the nation's defenses
and submitted final reports Mon-
day to McNamara The proposals
'will be submitted to the President
Text week after a final check by
top military leaders Either McNa-
Smara or the President may make
tome changes -
The plans are designed to pro-
vide a retaliatory force so well
'protected that it could survive a
surprise 'attack and deal any ene-
my a death blow
The plan calls for reducing the
vulnerablity of bomber forces by
keeping 50 percent of the Strategic
Mr command or about 1600 bomb-
ers on the ground and ready to
talce off on 15-minute warning
