Frizzell discussed proposals from Washington
on cancellation of the Lower Cook Exploration
rights sale planned for this month In Alaska, the
proposed horizontal divestiture of oil companies,
opposition by Interior Secretary Cecil Andrus to
deregulation of gas prices and endorsement of a
national coal strip mining bill.
He also said that proposals in the administra-
tion for reorganization of executive departments
dealing with energy is the wrong target.
"There are 28 committees in Congress and 79
subcommittees of Congress claiming some juris-
diction over energy matters," Frizzell said.
"Energy is the most important single issue the
nation faces in the next two decades."

BELGRADE (AP) —
Milovan Djilas, dissi-
dent former vice presl-
dent of Yugoslavia, has
accused the govern-
ment of holding at least
600 political prisoners.
Of allegations that the oil shortage may be con-
trived rather than real, he said:
"The American public is rightfully confused
whether there is or should be an energy short-
age," he said.
"There may have been some limited withhold-
ing from the interstate market," he said, "but it
is probably justifiable."
He pointed out that the price of natural gas for
Interstate sales is $1.42 per 1,000 cubic feet com-
pared with $2 to $2.25 for intrastate sales.
"As long as OPEC allows a flow of imports to
the United States there is no shortage," he said.
"But if they decide to turn off the spigots or there
is another boycott, there is a shortage."
