sonal interest” would prevent his
withdrawal when once Mexico is “po-
litically pacified” and the government
succeeding him is so constituted that

opinion in Mexico -The
Mexican delegates In their for-
mal statement revealed that they haf
been Instructed from the first to In-
form the mediators that General Hu-
erta’s personality would not be an
obstacle toward reaching a peaceful
settlement They also stated that the
Internal situation In Mexico ' was
'necessarily bound up with Interna-
tional questions” and that this spirit
had actuated them In coming to the
mediation conference Coincident with
the announcement by the Mexican del-
egates of their position the mediators
sent a not by mail to the representa-
tives of General Carranza In Wash-
ington replying to the communication
broughthere by Juan F Urquidi The
mediators In effect asked General Car-
ranza If the constitutionalists V'ere
willing to discuss internal as well as
international questions and if they
were ready to declare an armistice
with the Huerta forces so that the
“political pacification” to which the
Huerta delegates referred their
statement might easily be brought

ardo Tamaris a member of the Cath-
olio party has resigned his post

tionalists is a stumbling block in the

Information that the steamer Antllla
which recently was fired on by consti-
tutionalists' outside Tampico bad left
New York with munitions of war cre-
ated considerable stir in Washington
The vessel was cleared without inter-
ference on the part of the United
States greatly to the surprise of Sec-
retary Bryan and other department
officials Subsequently it was discov-
ered that an order to prevent clear-
ances of such vessels bad been de-
layed and that the Antilia had pro-
cured clearance while Washington be-
lieved effectual steps had been taken
to prevent her sailing
Up to the present Tampico has
been regarded as an open port The
United 8tates however has sought to
maintain an ambargo on arms to Mex-
ico across the border and when it be-
came apparent munitions of war for
the constitutionalists were being pre-
pared for shipment from New York an
order was issued to prevent clear-
ances of vessels bearing arms for any
Mexican port This order did not
reach the proper port officials until
after clearance papers had been issued
to the Antllla

eat during the entire winter when the
whole park is blanketed with snow
