TO THE SCHOOL OFFICERS
OF DELAWARE COUNTY
VVe are anxious to make the next meeting of the state
-Teachers’ Association at Shawnee Oklahoma "the best one
'vthathas ever been held in the State and we- want vou -to
’co-operate 'with us in this effort by making the -week of
December 28 1908 to January 1 1909 a public Institute
weQk by paying albof your teachers who will attend the
- meeting regular salaries during the week This week’s
woitk will iring your teachers a greater return and will be
worth' more than a term’s work in any ofour best schools
because your teaclief will have the opportunity of getting
irf touch with the ideas of the leading educators of the
Stite and also with some of the - greatest educators and
scholar's inAmerica' such as Bishop William A'Quayle
one of our greatest orators and educators State - Superin-
tendent of Nebraska our most successful organizer of
Agricultural work in the Public Schools Mr O J
Kerns the leading Superintendent oL the land r Charles
Lane the pest teacher hilmorist extant and others of this
' type
Npw the benefits derived by the teacher from attending
this meeting will in the end be given to your school' and
- the' improvement in the work that will result will make
the out lay a good investment for your children - and your
community " Under ordinary circumstances the teacher
who attends the Association pays twice for the privilege
' since' he hot only loses pay for the time lost but he 'is out
$ of pocket for the expense of the trip This is manifestly
: unfair and is a wroQg that should be righted at once
1 In view of these facts I therefore declare the period
of time extending from December 28 1908 through Janu
ary l 1909 a general Institute week for our County and
' I call upon the school officers in every District in Dela
- ware County Oklahoma to authorize their teachers to at
- tend the meeting of the State Teachers’ Association on the
f date mentioned and have their regular salaries allowed
during this period - Hoping that tlnswill meet with a
generous response on' the part of everybody interested
I am - ’
f Very Respectfully

Upon interviewing W wj
Hastings National Attorney
for the Cherokee Nation
with reference to the effect
the decision of the Supreme
Court of tbj United States
directing ' Secretary Garfield
to restore the names of
Goldsby Idt and George A1
lison to the roll he said :
“The press reports of this
case are misleading so far as
the Cherokees are concerned
Very few people are effect-
ed by this decision in the
Cherokee Nation Goldsby
is not a Cherokee but the
two Allisons are The Al-
lisons had been finally en-
rolled as eitizens of the
Cherokee Nation upon lists
of rolls approved by the Sec-
retary of the’ interior Just
before March 4 1907 when
the rolls were J to be finally
closed the Attorney General
rendered an opinion that the
denial of all applicants for
citizenship under the Act of
June 10 - 1696 was final
against applicants The Al-
lisons had applied under that
Act and were denied There
is no question about their
being Cherokees but they
had previously resided in
California After the decis-
ion of the Attorney General
the Commissioner to the
Five Civilized Tribes wai
directed to report all similar
cases and in accordance with
this direction the Allisop
family and perhaps a few
other families were reported
and their names were strick-
en from the finally approved
rolls by the Secretary of the You are hereby notified that the taxes of Delaware
Interior without notice on I County Oklahoma willne half become due Decembei
or about March 4t 1907 It15T908 and the balance will become due June 1 1909
is not true that this decision - The tax books will be closed on the third Monday i
niI1nafKgrertnUinberxr0A Jauary and on the -10th day of that month all partiei
people in the Cherokee Na-i
tion although it is true that who have failed to pay one-half ‘of their ‘taxes becom
from time to time the names delinquent and will have to pay all tho expenses of collect
of quite a number of people ng said tax

from the rolls bpt it was be-
cause they were shown to
have died prior to September
1 1902 and were not entit-i

lands in the Cherokee Na-
tion My judgment is that
the Allison case will not af-
fect more than twenty peo
pie if that many in the
Cherokee Nation and in
fact I don’t recall a single
parallel case although the
names of a few other people
were stricken from the rolls
for different reasons The
Cherokee Nation was not a
party to this suit and was
not represented The Sec-
retary of the Interior was

Mr Merchant! It stands you in
hand to advertise when competitors
from twelve to eighteen miles are
flooding tie country with posters
and prices being quoted for various
articles on them and in the news-
papers You know that if you have
a trial to take to court that the first
thing essential to do Is to employ a
good lawyer Same way in tills case
only you must employ the printer
instead of the lawyer and even if
you don’t win will possibly hold
your own while if you don’t the
merchants at other nearby points
will be selllug to a trade that should
be yours The way to get people in
Delaware couqty and to confine
their trading within her borders is
to offer inducements the same as
the store outside of tho county docs
it Mr Merchuut this is a good
thing for the trade for you and me
too “
