HOW PUBLIC SENTI-
MENT IS MADE
The largest industrial increase in
the United States during the last
ten years is the manufacturer! pub-
lic sentiment It was only a few
years ago that 18 point type was
enough for a beading single column
and it t "'k a JgIii’-'-vm fi cd cr a
Spanish -menemi vki tJ bleak a
beading over iulo iho secoud column
Now stuff that used to run in the
City IIiL L uuder u one-line Lead
gets a three-column scare with 72-
poict type type to start with And
this is a’l part of the system of in-
insurgency under wLicli the people
arc herded in droves and made to do
tbe bidding of their masters To
all Ibis there would be no objection
if tbe stuff were true Cut the free-
dom and liberty of insurgency brooks
Yio restrictions on the score of truth
If a thing sounds well aud is cal-
culated to catch the people tbe gaug
wLich is engaged in piiating the
ship do not care wbttlur it is so —
in fact they seem to prefer what is
not so
It should not be forgotten tbat tbe
Hearst newspapers in the pollution
of public sentiment which has al way s
been tbeir principal activity taugbt
the lesson of insurgency so wall that
Czolgoscz believed it and gave the
nation's memory auoiLer martyred
president And y et if y ou will read
those editorials uow in the iiglt of
model n developint ut they arc tnme
aud inane in cripniicu with
the lurid riot of putrescent menda-
city with which reeks tbe present
spoken aud written propaganda cf
insurgency
The trial of the packers is an in-
stance This is a case on which tLe
interest of insurgency bangs to an
uuusual degree As Senater Bever-
idge has shown in a recent article
the much vaunted prosecutions un-
der the Sherman law Lave hem cf
only academic reaults aud Lave not
and in tbe nature of things cunnot
affect the course of trusts Rut in
the packers' case there is a chance
to draw blood — and when a mere
prize tight can touted by tbe yellow
press to the point where railroads
are compelled to run special trains
ucross tbe continent to transport tbe
spectators it is easy enough to work
up public sentiment to a poiut where
no national pagemt could be more
satisfying to tbe publio demand for
gore which insurgency baa bred
than tbe march of these ten men to
tbe penitentiary
It is like the battle of Rlcnbeim —
it was glorious light — but nobody
ever did find out just whAt is was
about Nobody knows just what
these men Lave done that Laima
anyone aud they have done much
that is a benefit to everyone that
wo all know Lut insurgmey Las
been bluffing and four flushing and
blustering around for ten yearn
telling people what it was going to
do and bo far it has doDe nothing
Even 72-print 3-column headings
over stuff tbat frequently isn’t what
is in the heading will not hold
things together forever Something
mustLe doue to keep the politicians
in their jobs the orators on the
Chautauqua circuit and the news-
papers up to their million-c-minu(e
circulation gait
The packers are on trial Have
you seen in any newspaper any in-
timation that there is any possibility
that they are innocent of the offenaes
charged against them? The pre
sumption cf law is tLat they are in-
uocent until they are proved guilty
Have you seen that presumption
urged in their favor by any newspa-
per anywhere? The evidence is not
in and yet now and ever since they
were indicted and in fact before in-
dictment there is the unbroken as-
sertion of guilt throughout all the
insurgent press until the public
mind is bo fixed upon that proposi-
tion that if the government should
fail in its case and the packers be
acquitted there would be a wide-
spread and al idingconviction in tbe
pubjic mind tbat guilty men Lad
somehow escaped punishment And
there is whete the clever crookednei s
of the insurgent propaganda conies
in — if they lose the packers' case
they can fallback on the proposition
that they ought to have won it aud
that is about as much basis as most
of the insurgent case has to rest on
anyway If they win a mighty
triumph Las been gained Thus
they follow in tbe footsteps of that
great predecssor in tbe hues of finan-
cial insurgency the late Mr George
Hankins who Raid the only 6afeway
was to play both ways from the ace
and both ends against the middle
I don’t know whether th packers
are guilty or innocent Neither do
you or auyone else But the effort
of iusurgent leaders and press to
make political C'l-itol outofwbat
should Lea dignified and impartial
inquiry into their guilt ought not
to fool any body
With Oklahoma turning up a dele-
gation for Col Roosevelt and putting
State Chairman Harris in tbe shadow
the state jumped iuto prominent dis-
tinction during the week I’erhnpc
South Dakota and North Dakota me
the two states that are causing the
most speculation at the present time
although the Minnesota situation in
being carefully watched fiom tbe
numerous political headquarters in
the capital Most of the polilicians
from the states mentioned in
tbe foregoing declare that President
Taft will be an easy winner but
those who don't profess to know so
in itrli ubout tLe political game aie
interested in the debelopment of the
presidential preference law in NoiMi
an I South Dakota and tbe things
that oro likely to happen in Minne-
sota where the progressives have
gaiued such headway in the last two
or three years
