Washington Ang 4 — The accept-
ance by Spain of our preliminary terms
af peace will not alter the programme
of Gen Miles The only effect of a
suspension of hostilities will be to
make the occupation of San Juan easier
than had been expected to save life in
the 1‘orto Rican campaign There will
be no delay in the advance northward
A garrison doubtless will be left at
Ponce and small bodicsof troops in the
towns between that port and San J uan
The main army will however it is
thought push forward to the invest-
ment of San Juan without waiting for
the commands of Gens Coppinger and
Grant who are under orders to pro-
ceed at once to I’orto Rico
It was stated yesterday morning
that the president and Secretary Alger
have decided that an army of occupa-
tion of 00000 men will be required at
Porto Rico for a while at least It is
understood that the provisional divi-
sion of IS regiments which Gen Wade
is to take to 1‘orto Rico will be used
for the purpose if peace should be
reached before Gen Miles captures
San Juan and they should hot be
needed for the assault upon that place
The troops assigned to Gen Wade will
be selected with the greatest care and
the states whose troops have not been
represented in any aggressive move-
ment will as far as possible be recog-
nized Exactly what regiments will
ba chosen has not yet been determined

Macon Ma Aug 4— A desperate
shooting and cutting affair occurred
on the Wabash passenger near Glen-
wood junction north of here yester-
day Ur Elbert Ileaton coroner of
Schuyler county and Col Henry
Curry a druggist got on the train at
Coatsville to go to Lancaster where
they were adverse parties to a suit
They were quarreling when they got
on the train and it continued after it
waa in motion Bystanders stated
that Curry struck Heaton in the
face and the latter drew a revolver
and shot Curry twice in the breast
lie attempted to shoot him again
but Curry’s 10-year-old son knocked
the revolver np and the ball went
through a window Young Curry
then drew a knife and stabbed Heaton
several times The elder Curry and
Ileaton are thought fatally injured
Tba frightful struggle lasted fully
five minutes Many of the passengers
were frantic and tried every way to
escape The aisle and seats near
where the encounter occurred Were

moat complete In details of any that
have yet left onr shores and the sol-
diers will be protected la their health
and comfort to the utmost degree
Secretary Alger has himself conducted
an inquiry into the conditions that led
up to the fearful experience of the
wounded soldiers who returned to the
United States on the Concho and he
has taken the neeeasary step to pre-
vent a repetition of the bad manage-
ment exhibited in that case Thus
there may be some delsy In getting
the troops awsy with Gen Wade in
view of the determination to have
everything shipshape before the men
are put on board and as the transpor-
tation department was takea some-
what by surprise by the suddenly an-
nounced decision of the secretary of
war to start this expedition some
days must elapse before the necessary
transports can be gathered at ports of
embarkation

Secretary Alger who Is determined
that no further trouble of the kind
shall occur If in his power to prevent
it sent the following telegram to Gen
Shatter at Santiago:
Whenever it becomes aeoeeaary to use
transports for etok or wounded purpose! It
should be made tbe duty of some experienced
end competent medical officer to aea that only
such transport as are la good sanitary condi-
tion and are best ult-d for the purpose are se-

hospital stores Including delicacies where pos-
sible to obtain them Ire eta art placed on
board that a sufficient number of experienced

parture of these ships be telegraphed to the
adjutant general and surgeon general
A similar dispatch was sent to tha
commanding generals of the army at
Porto Rico and Manila
SUPPLIES UNLOADED
New York Aug 4— When the trans-
port Breakwater returned to this city
from Santiago the army officers of the
department of the east were surprised
to find that thousands of pounds of
food which had been sent south had
never been unloaded from tha vessel
and was still in the hold A board of
survey was appointed by CoL Gilles-
pie commanding the department of
the east to determine for whom the
stores had been intended and why
they were not unloaded The board
baa reported that the stores were not
unloaded because there was linmedi-
diate need of the vessel to transport
the sick and wounded The board de-
clares that It Is nnable to fix the re-
sponsibility for the failure to nnlood

A SERIOUS CUTTING AFFRAY
A Dallas Traveling Man Badly Cut
— Tim Hales Arrested

No eye witnesses to the cutting
have been found Jim Hathaway wad
the first to find Lite bleeding man
where the sidewalk bridges the ditch
near the Santa Fe depot Hathaway
had been at the depot and noted
Halesand a companion quarreling
Finally the two finding that the
train was late agreed to go up town
und get a drink At the time both
were under the influence of liquor
After a slmrt time Hathaway de-
parted for up town and discovered a
fallen bleeding man Hathaway can-
not identify the companion of Hales
at the depot
At nine o’clock Hales was arrested
and when searched two spots of
blood were found on bis left shirt
sleeve near the cuff blood was ou his
simes and his pants were spotted
where some sulistance had been
washed from them Hales was posi-
tively identified by the wounded man
w Im claimed also that Hales robbed
him of thirty dollars after assaulting
him A saloon keeper saw Krauier
and Hales together In his saloon and
had to seperate them from fighting
Hales waived preliminary examin-
ation in probate court and was com-
mitted to jail without bail to await
the result of Kramer’s wounds
Hales denies haling ever seen Kramer
before and claims to have known
nothing of the cutting until a few
moments before his arrest
As soon ns discolored Kramer was
carried to t lie Co’utnbia loel and
physicians were called The surgeons
found the following cuts all of them
quite serious On the right side of
t lie neck a cut about four inches long
that was not very deep on the right
cheek a triangular cut that entered
the mouth a short stab lieliind the
right car that severed an artery a
cut above the right eyebrow that sev-
ered an artery The wounds were
dressed and yesterday the patient suf-
fered much from the shock resulting
from the great loss of blood
Kramer gave the name of Harrison
to the officers He Is little known
here but lias been stopping at the
Grand Avenue
Halos Is a horse trader his place cf
business being on Reno and Broad-
way Hales is a tall spare built man
and very powerful
On Kramer’s clothing vas found

Today Kramer willle removed to the
new Catholic hospital
Henry Meyer who formerly con-
ducted a grocery store on Fourth
