SITUATION DEMANDS THE ACT
United States Citizens Raising Disturb-
ance in Madero Land to Do So At
Their Own Peril— A Proclama-
tion is Issued— Hidden Mo-
tive is Denied
Washington MarVh 4 — The gravity
of the situation in Mexico caused Pres-
ident Taft today to Issue a proclama-
tion virtually warning American citi-
zens to refrain from entering that
country and those now resident there
to leave when conditions threaten to
become intolerable The decision to
issue such a warning was reached at
a special meeting of the cabinet
The proclamation was augmented by
a telegram addressed by the state de-
partment to Ambassador Wilson in
the City of Mexico- The ambassador
was instructed to inform Americans
in peril there to withdraw across the
border leaving their effects in the
care of the nearest United States con-
sul The proclamation which is inter-
preted further as an expression of this
country’s intention to avoid by every
possible means any chance of Interven-
tion is as follows:
“Whereas serious disturbances and
forcible resistance to the authorities
of the established government exist
In certain portions of Mexico and
“Whereas under these conditions It
is the duty of all persons within the
jurisdiction of the United States to re-
frain from the commission of acts
prohibited by the law thereto relating
and subversive of the tranquility of a
country with which the United States
is at peace:
“Now therefore in recognition of
the laws governing and controlling in
such matters as well as in discharge
of the obligations of the United States
toward a friendly country and as a
measure of precaution and to the end
that citizens of the United States and
all others within their jurisdiction may
be deterred from subjecting them-
selves to legal forfeitures and penal-
ties: “I Wililam Howard Taft president
of the United States of America do
hereby admonish all such citizens and
other persons to abstain from every
violation of the laws and do hereby
warn them that all violations will be
rigorously prosecuted and I do hereby
enjoin upon all officers of the United
States charged with execution of such
laws the utmost diligence in prevent-
ing violations thereof and in bringing
to trial and punishment any offenders
against the same and finally I do
hereby give notice that all persons
owing allegiance to the United States
who may take part in the disturbances
now existing in Mexico unless in- the
necesary defense of their persons or
property or who shall otherwise en-
gage In acts subversive of the tran-
quility of that country will do so at
their peril and that they can In no
wise obtain any protection from the
government of the United States
against the appropriate legal conse-
quences of their acts insofar as such
conseqyences are in accord with equit-
able justice and humanity and the
enlightened principles of international
law”
Dead Men on Pay Roll
Spokane Wash March 4 — Charges
that the pay rolls of the freight depart-
ment of the Northern Pacific railroad
at Spokane have been padded for near-
ly five years are being investigated by
company officials It is alleged that
names of dead men and dummies have
been carried on the pay rolls of the
department since 1907 The- irergularl-
ties are said to total thousands of dol-
lars and to involve many employes
Several employes have been relieved
from duty pending investigation
Legal Tangle May Save Darrow
Los Angeles Cal March 4 — The
Jury bribery indictments against Clar-
ence S Darrow former chief counsel
for the McNamara brothers became so
enmeshed in legal tangles that accord-
ing to attorneys there is a possibility
that all charges may be dismissed The
complications arose when Attorney
Earl Rogers representing Darrow re-
fused to accept fragmentary notes of
testimony as a compliance with a court
order
Kimmel Case to Jury
St Louis March 4 — The Jury in the
Kimmel Insurance suit which began
consideration of the famous identity
mystery shortly before noon was
locked up in a hotel after five o’clock
on Saturdayy on orders of Federal
Judge Amidon If a verdict is reached
it will be sealed and read In court to-
day At the last Kimmel trial the jury
was not locked up and no verdict was
reached The main question to decide
Is “whether Kimmel was dead before
1904 when the suit was filed
