New York N Y — Military and
naval authorities the world over will
be interested in the tests that are
now to be made at Mineola with the

a gun that can be aimed from any
height while an aeroplane is in mo-

shoot at aeroplanes from the ground
but heretofore no gun has been built
to be used from a flying machine
i With Lieut Scott’B device the ex-
act speed at which an areoplane is
traveling and its height from the
earth can be determined something
that has been heretofore practically
Impossible Knowing these two ele-
ments the operator is able to release
the bomb with more certainty than
ever before that it will find its mark-

PERMANENT
New Channel is Three Miles Away
and Takes Direct Route to
Kaw River
Manhattan Kansas — Manhattan has
lost one of its rivers and it has also
lost one of its beautiful views The
Blue river has moved away from the
town and unless some fast work Is
done Its removal will be permanent
In the flood of 1903 the Blue cut a
new channel several miles east of the
city and beginning some three miles
north It takes a direct line to the
Kaw river After the 1907 flood the
Blue still retained its old channel
using the new one for surplus high
water The new channel was not
deep enough to carry only the exces-
sive flow of the river Most of the
year the new channel was perfectly
dry
But a month ago the heavy rains In
Nebraska and northern Kansas sent
the Blue on & rampage again The
water poured into the new channel
and washed it deeper and w-idef and
now all the water from the Blue goes
down the new channel and into the
Kaw through It During the flood some
water went down the old channel The
Kaw was high at the same time that
the Blue was on a tear and as a result
of the backwater at the mouth of the
Blpe there is a big bar of silt sand
across the mouth and no water can
get through it

LOCAL OPTION BILL
IN COMPLETE FORM
AS IT WILL BE PRESENTED TO
THE VOTERS
Everything la “Unit”— Cities Villages
and Parts of Counties to Settle
the Question for Selves
Oklahoma City Okla — The local op-
tion hill providing for local self-government
on the liquor question has
been drafted by the Oklahoma Local
Option association in the form in
which it will be submitted to the vot-
ers of the state and the work of se-
curing signatures to a petition for the
submission of the measure will be be-
gun at once
As originally decided upon the bill
aimed merely at a repeal of the pres-
ent constitutional prohibitory laws
and left the matter of fixing the local
option unit up to the legislature
There was a general demand from all
parts of the state that the unit be
fixed in the hill upon which the peo-
ple will be asked to vote however and
virtually a new bill was drafted
The bill as It will go before the vot-
ers of the state provides that incor-
porated cities towns and villages and
also parts of counties lying outside of
such incorporated cites towns and
villages may settle the question of
whether they shall be wet or dry for
themselves
The question of what should consti-
tute tbe local option unit was consid-
ered for some time by the association
and the opinion of citzens in all parts
of the state were secured before any
definite action was taken A few fav-
ored the county as the unit while the
majority favored incorporated cities
and towns as giving the greater meas-
ure of local self-government The bill
as It now stands was finally decided
upon as practically meeting the ideas
of all who favor local option the resi-
dents of counties and of Incorporated
cites and towns both being given an
opportunity under the hill to vote In-
dependently upon the question
Whether a special election will he
asked for submission of the bill re-
mains to be determined It Is possible
that the governor may be asked to call
a special election for this purpose but
It not the hill will be voted upon at
the first regular election
To secure submission of the bill
It will he necessary to hare a petition
sighed by 25 per cent of the qualified
voters of the state This means that
about 65000 signatures will be requir-
ed but it is the Intention of the asso-
ciation to make matters sure by get-
ting 75000 or possibly more
