Congress begins in June and Decem-
ber and last only about a month Ex
tra sessions are very rare As one
remarked the idea is to have as
much real leglislfitlon done among
the people as possible while the duty
of the legislative bodies is officially
to record public sentiment as exped-
itiously as possible

lature are extremely interesting to
