On July I. 2013. the Marginal Well Commission merged
with tl.c Oklahoma Energy Resources Board, and the duties of
the MWC were transferred to the Committee for Sustaining
Oklahoma’s Energy Resources (SOER). under the OERB s
authority It has been six months since the merger, and services
tor small producers continue to thrive since the change took
place
When the bill was passed to merge the Marginal Well
Commission with the OERB. there were a lot of skeptics." said

previous vice chairman of the MWC Advisory Council. There
was pride in the programming the MWC had created, and some
trepidation as to how it would translate under new leadership.
But we have found that the change has actually given us access
to resources we didn't have before, and because of that we are
growing. I think the Marginal Well Commission had just gone
as far as it could, and we needed this change to help us move
forward."
Cost saving and streamlining operations have been focus
areas of SOER since the merger's completion.
In early July, the OERB hired two full-time staff members to
execute SOER'x programming - an associate director and a
coordinator T his reduced the number of full-time staff needed
io execute the existing programs of the MWC. while also
remov ing any state employees from the payroll. This has result-
ed in a cost savings to the industry.
With staff in place. SOER turned its focus to implementing
major events. The first official activity conducted was the 2nd
annual Mid-Continent Digital Oilfield Conference. This was
held just six weeks after the merger went into effect. SOER
maintained the same number of participants from 2012 (250
total i while also securing a larger number of exhibitors (30) and
speakers (221 In October. SOER hosted the 2013 Oklahoma Oil
V (ia> Expo, which grew tremendously under the direction of
•,1)1. R More than 3.600 attendees and 250 exhibitors attended
this event Because of the growth, the Expo will be adding an
additional building for exhibitor space in 2014.
The Marginal Well Commission had two major events in
place, and our goal was to build on their previous efforts,” said
Misa Bae/. associate director of SOER. “We have been suc-
cessful thus far in making these events even larger and stronger
than they were before."
Moving forward. SOER will be launching the 2014
Workshop series in January. They will be hosting double the
number of workshops than were offered in the year before the
merger, and they have added three new locations across the
slate SOER will also launch a completely updated website in
2014 that will offer more timely, up-to-date information than
previously. and w ill also allow small producers to order materi-
als and merchandise digitally.
Long term. SOER has plans to add more workshops to the
roster as well as roundtables. They also plan to move into the
technological space, offering digital approaches to services as
well as helping marginal well producers stay up-to-date on tech-
nology changes. They have plans to work collaboratively with
state universities and private industry on research and develop-
ment .
