Police seek public’s help in homicide investigation

Sapulpa police are seeking anyone who
might have any information about murder vic-
tim Karen F. Winans. 43, who was found dead
in a Town West Motel room Sunday.
Capt Jeff Gilliland, chief of detectives, said
their latest information is that Winans lived in
Sapulpa for a short period of time.
The woman was found dead by an employ-
ee at the Western Capri Motel and Sapulpa
police believe it was a homicide.
Gilliland said he was not prepared to release
the details of the manner of death just yet.
He said the detectives had been working
virtually around the clock chasing leads.
He-said the woman apparently made her liv-
ing as a prostitute, and records indicated she
had been arrested in Oklahoma City in 2003
for prostitution.
“Right now we are attempting to learn all
we can about who her friends were and how
she was able to move around,” he said.
As far as we know she did not have a vehi-
cle and she either walked or hitched a ride to
wherever she was going. Gilliland said.
He said the police were able to locate her
mother who lives in southwest Missouri from
information that was gained from a previous
arrest record

Citizen’s Police Academy learns about
hardships, dangers of being a police officer

Three new Sapulpa police officers
were sworn in Tuesday night during
a session of the Sapulpa Police
Department Citizens Academy class.
The 18-member class cheered and
clapped in salute to the new officers
as they completed the oath.
The new officers taking the oath
included Jason Hedges, Christopher
McGee and David Loudermilk.
The academy class is in its second
week of a scheduled 12-week course
designed to give local residents an in
depth view of the Sapulpa Police
Department in its efforts to provide
law enforcement and the Sapulpa.
In the second session, class mem-
bers learned the career of a police
officer is one of tremendous stress
coupled with emotional tragedies
such as informing a parent that their

of dumping dead
infant makes

Golden approved a request for a level of
service inventory investigation Tuesday for a
Sapulpa woman accused of dumping the
body of a dead fetus in the trash bin.
Tammi Steeples, 39, was arrested last
September following an investigation by the
Creek County Sheriff’s Department.
The allegations are that Steeples had
given birth to the child last July while at her
tub full of water when she blacked out dur-
ing the birthing process.
Steeples stated that when she awakened
the baby was not breathing and she attempt-
ed to clear the airway and had cut the umbil-
ical cord.
Allegations are that Steeples then deposit-
ed the dead infant in a trash bag and placed
it in a trash container.

State shows strong
wage growth
OKLAHOMA CITY (AP) — Oklahoma
ranked third in the nation for wage growth in
the second quarter of 2006 as the oil industry
thrived in the state, federal statistics show.
Average weekly wages for those in the oil
patch rose to $1,312 a week, up from $994 a
week in the second quarter of 2005, said
Cheryl Abbot, regional economist for the
Bureau of Labor Statistics.
The 32 percent gain in pay for the oil natu-
ral resources/mining sector was the state's
largest increase among industry sectors in the
second quarter of 2006.
Although this sector accounts for just 2.6
percent of the state’s employment, it has one
of the highest pay rates.
Wages in the transportation/warehousing
sector rose 10.8 percent, while those in
leisure/hospitality rose 10.9 percent. But all
industries performed well. Abbot said.
“It was pretty much across the board.” she
said. “Almost all sectors were above the
national average” in wage growth.
Despite the growth, Oklahoma wages
remain below the national average, and the
state ranks 41st overall in weekly wages, the
bureau said.
