TULSA. Okla. (AP) —
The administrator for a Tulsa
nursing home where two
patients were scalded has
appealed a state board's deci-
sion to revoke his license.
The Oklahoma State
Board of Examiners for
Long-Term Care
Administrators, which regu-
lates about 700 nursing home
administrators in the slate,
took away Emmanuel
Azzun's license and lined
him $1,000 last week, records
t.ow.
Azzun was the administra-
tor at Green Park Nursing
Rehab Center, which closed
recently after a history ol
problems.
• Respondent failed miser-
ably to operate facility con-
sistent with laws, regulations
and standards of practice ... in
a manner consistent with
gross negligence.” the board's
minutes state.
Azzun said he had done
nothing wrong and has
appealed the action.
“1 did everything that is
consistent with the laws, reg-
ulations and standard of prac-
tice that is recognized in the
field of health care adminis-
tration," he wrote in a state-
ment to the boarJ.
A Canadian businessman
who owned the home for
decades died in February, and
his family decided to sell the
home. The 105-bed facility
was about hall-lull when
Azzun announced that it
would close if a buyer were
not found. The last resident
moved out in late April.
The board's minutes state
that Azzun tailed to provide
adequate nursing stall, crimi-
nal background checks and a
clean environment; failed to
prevent accidents; and failed
to prevent or report abuse.
Azzun, of Kansas, also
was accused ol tailing to per-
form duties regarding resi-
dents' funds and that he "mis-
represented to other states the
status of his Oklahoma
license "
Azzun said he has never
worked in any state other than
Oklahoma. He also denied
allegations that residents
funds were misused, and said
he has given the Attorney
General's Office financial
records from the home.
The board's action was
based on widespread prob-
lems that were detailed in a
nearly 400-page Health
Department inspection report.
A former nursing home
aide. Paula Mari-. Drew, was
charged in April 's • ih two
counts of caretaker neglect in
the alleged scaldings of two
patients. Drew gave showers
March • to two residents who
were later found to have been
scalded, court records allege.
In 1994, a 69-year-old man
was found to have untreated
gangrene on his foot and
maggots in the wound.
in 2003, a patient wan-
dered away from the facility
and died, the third such case
in the past decade.
