TC ’ASIIINGTOX The annual Congressional dream for a July
W 31 adjournment has again been shattered for this year.
It looks now as though Congress will be in session until Labor
Day, and probably beyond.
As usual, the bottleneck lies In the Senate where the talk is
traditionally longer and legislative progress slower. Senate Ma-
jority Leader Mike Mansfield, of Montana,
nurtured the hope that he would be able to
get that body's work done by the end of July.
He had worked hard at getting his colleagues
to work faster, but to no avail.
The backlog of work in the Senate is piling
up. due in part to President John F. Kennedy 's
ambitious legislative program. Despite the
narrowness of hi* election victory, however,
the Pre»ident's program appears to be in good
shape. He's going to get more than the ex-
perts thought he would at the beginning of
the legislative session last January.
But even after the legislative program
is completed, the Senate will not be free to
go home. Early in the session, Mansfield
promised that he’d bring to the floor the
question of revising Senate rules on cutting
off filibusters. He did this in order to defer long-winded debate
at the start of the session, when anti-recession measures claimed
priority attention.

• JOHNSON Vice President Lyndon B. Johnson has returned
from his trip around the world determined to follow through
on the many things he has observed and the many proposals he
has made to foreign governments, primarily in Asia.
Since his return, he has been conferring constantly with gov-
ernment agency heads to cut red tape and expedite programs
already on the books which he deems urgent in retrieving the
United States position in Laos, Viet Nam and other critical
Asian areas.
And he's keeping track of progress himself. He's created a
looscloaf notebook filled with all the proposals, suggestions and
promises he made on his trip. He keeps the notebook up to date
so he can see at a glance exactly what progress is being made
on each specific item. He's out to show that United Slates
honors its commitments—and quickly.
