FRYE NESTOR OF CONGRESS.

Washington.—Senator William Pitt
Frye !■ now the Nestor of congress.
Just 38 years ago the gentleman from
Msine made hie congressional debut
as a member of the bouse, and ever
since that time he has been an im-
portant factor in national legislation.
Only one legislator now in congress
was there when Mr. Frye began con-

gressional life, his colleague, Senator
Eugene Hale of Maine, who was
elected to the Forty-firat congress, an-
tedating him two years.
Senator Hale, however, was left st
home for one term, so Mr. Frye holds
the continuous service championship
belt. Senator Frye has been chairman
of the committee on commerce for
nearly 25 years, In which time he had
charge of many river and harbor bills,
aggregating hundreds of millions of
dollars, looking to the Improvement of
the waterways of thb United States.
Mr. Frye said recently: 'The de-
mand for expenditures for waterwaya
has Increased in the last 20 years 100
per cent. It had been found by ship
owners that there could be no profit
at the rates charged'without an enor-
mous Increase in the tonnage car-
ried. Harbors on the lakes and on
the Atlantic and Pacific which might
have been ample 20 years ago with
20 feet depth now require from 25 to
40 feet.
"I am personally in favor of large
expenditures for our Inland water
ways and for our harbors, believing
that the people will receive great ben-
efit from the reduced transportation
charges, which will be more than
enough to fully compensate for the
coet."

side world as the women of their
harems, are seen by newspaper corre-
spondents, yet the new sultan of Mo-
rocco not only condescended to allow
a reporter to be present at a meeting
when an important state question was
being considered, but also sat for his
photograph, from which the accom-
panying picture is reproduced. The
present sultan's youngest brother, the
famed Abd-El-Azfe, wbo he recently
deposed, was, however, such a photo
crank that he erected a dark room at
a cost of nearly 930,000 and pur-
chased cameras galore. But as eccen-
tricities of this sort, together with too
Intimate an association with foreign
ers, were the causes of his downfall,
Mulal Hafld, who now rules the Moors,
has banished from his palaces all
cameras and other modern devices.
Unlike other sultans, Mulal Hafld
maintains no large harem, having only
one wife. He is the father of three
daughters and one son, who will prob-
ably succeed him on the throne. The
sultan is a man of great intelligence

thickness, which not only destroys the
