mate of such income to be received from prior or back ad valorem' tax
as to which the date of delinquency has elapsed.
We further certify that the aggregate amount of said proposed
additional and supplemental appropriations, when added to tlie original
appropriations for the fiscal year, is not in excess of the income and
revenue provided and accumulated for tlite current fiscal year, that Of-
