Washington Dec I I. The argu-
ment presented to the senate Indian
committee to-day by the mom-
bora of the Dawes commission
to thu live civilized tribes in
favor of elFectiug a change in
the government ot tho territory
arc reliod upon by tho friends of the
Indianola bill to materially accalor-
ate action. The arguments were sub-
stantially a verbal presentation of
the fneU :.et forth in the recently
published roport of the commission to
Secretary Smith.
The 'members did not favor tho
Indianola bill or support any particu-
lar measure addressing themselves
exclusively to tho absolute necessity
of congress mal'ing some change
and making it at one- even if tho
material welfare ami progress nf the
Indiana themselves were the only
moving consideration.
Senator Horry wits much encouraged
by tho rosiilt of tho hearing and be-
liovo& that som j radical measure will
be onaeted by this congress.
M-llHtl' I'roronilliiK".
Wasiunoion Di'c. 1 1. Everything
was quiet about the senate yesterday
and but little inturcst seemed
to bo taken in the proceedings
by senators or spectator. Mr. Ilunton
of VJvgini'i moved to take up tho
bill for the establishment of a uni-
versity of the Cuited States at Wash-
ington. Mr. Hale of Maine objected
ami asked that it bo referred to the
calendar nnd or u rule of the senate
wherolt could bo debated in some
way "cominenhurate with Its impor-
tance." Mr. ilunton Insisted how-
ever that he had glvou notice of his
contemplated action and addressed
the senate on the bill.
As iodu iii Mr. Ilunton had closed
Mr. .Blackburn moved that when tho
senate adjourned it bo to meet
.Monday 1 he frieuds of the Nica-
ragua canal bill rallied and the mo-
tion was beaten )-' to 33
The Nicaragua bill was then ills-i-usscd
after which the senate ad-
journed to Monday.

honso mot yesterday Mr. Cochran's
motion to recommit tho ur-
gent deficiency bill with in-
structions to strike out tho appropri-
ation for thu income tax watt defeated
yeas ID nays ICi Tho bill was
then passed without division
Thu fortifications bill was then ta-
ken up and passed without dlvWIou
after a tamo debate utterly laoklug
in interest.
The house again resolved itself into
ecmmltleo of tho whole to consider
tho pension appropriation bill bu
on Mr. (J rout' i representation that
several Itepublicau absentees desired
to speak on the subjoct of pen-
sions the bill was laid aside after
Mr. luckier had confused himself for
hnlf an hour and at I o'clock the
military academy appropriation bill
was taken up.
