and the local boards will bo asked to

excessive taxes are due to extravagant
levies of county aud township boards
of assessors. The governor will re
quire all boards to reduce the levy
to what la actually necessary for con-
ducting the business of the county
or school district for one year.
KANSAS AVENUE PAVEMENT.
The 1908 Installment of trie assess
ment against each of the lots and par
cels of land in Improvement District
No. 2 is due and payable on Jan. 1 and
the statutory penalties for non-pay-
payment attaches after that date. The
payment of the installment should be
i made to the city clerk on or before
that date in order to avoid the penal-
ty. Must give number of lot and block
you want to pay on.

Teachers in the city schools have
been holding examination and testa

ago gave Instructions to the teachers
to place special stress upon the sub-
ject of letter writing in all the grades.
Quite often children will spend several
years in school and pass out without
being able to write a creditable busi-

RAISE COLBY'S SALARY.
At the council meeting yesterday
afternoon the city limits were still

that postmasters and teachers co-oper

"Every year thousands of letters
and packages are miscarried through
the negligence or carelessness of writ-
ers who fail to diect their letters
properly. Even school teachers have
placed 1-cent stamps on United States
postal cwrds and have placed a money
order In their pocketbooks thinking
that that is all that is necessary In
order to transmit the cash to some one
else" says a postal official.

provide for the dependent children Of
the state was Introduced yesterday by
Senator U. K. Stofrord of Oklahoma
City. It is the purpose of the bill to
provide for all children who have no
homes of their own the care of the
sLite and the orotect ion of the Ju-
venile court.
It Is the intention that all honipt-ss
children those who have no parents
or guardians to help; those who beg
or receive alms who live In houses of
ill fame or disreputable places unfit
for children to live or any child under
8 found begging selling or playing any
musical instrument on the streets or
in public places of .amusement shall
become wards of the state.
Any child which violates any of the
laws of the Rtate or nation is to be
deemed delinquent and subject to the
finding of the juvenile court whic h Is
given the control of such delinquents.
The bill provides for all necessary
officers for the enforcement of the
proposed law and Is complete In Its
details. One of the important fea-
tures is the manner in which the chll-
dren may be taken from Inhuman par-
ents and put where their surroundings
will be more profitable to the grow-
ing mind. Should the efforts of the
Juvenile court seem Insufficient to con-
trol the child it may be sent to the
boys' or girls' training schools.

loss of the fire In this city yesterday
morning Is now estimated at $125000.
Because a negro kitchen scullion em-

drops of water Into a pot of boiling
grease sitting upon the kitchen range
an explosion occurred which was the
origination of the most disastrous fire
experienced In this city in recent
years. The entire extent of Third
street in the heart of the business
section from Okmulgee to Broadway

Fourteen business houses occupying
the lower floors of the buildings were
