cis L. Itobbins president Pittsburg
Coal company W. C. Perry of the
Southwestern Coal association and
B. F. Bush of Gould soft coal in-
terests held a long conforonco and it
was decided to hold a national con-
vention of tho United Mine Work-
ers at Indianapolis March 15 and
try to reach an agreement with tho
operators and thus avoid tho strike
sot for April 1.
Th0 president's letter to Mitchell
follows:
"Wliito House Washington D.
C Feb. 24. I note with very great
concern the failure of your lato con-
vention on tho joint interstate
agreement to come to a basis of set-
tlement of the "bituminous mining
scalo of wages. You in this busi-
ness havo enjoyed a great industrial
peaco for many 'years thianks to a
joint trado agreement that has re-
sulted in tho action of your succes-
sive conventions.
"Tho strike such as is threatened
en. April 1st is a menace to the
peaco and general welfaro of tho
country. I urgo you to make a
furthor effort to avoid a calamity.
"You and Mr. Robhins aro joint
committee of tho National Civic
Federation and it seems to mo that
this imposes an additional duty up-
on you both and gives an additional
reason by which each of you should
join in making a further effort.

Commissioner Leupp Says Bill for
Maintenance Will Pass.
Muskogee T. T. J. D. Benedict
superintendent of schools in Indian
Territory has received the following
telegram from Commissioner Leupp:
"Your letter of Fobruary S re-
ceived. Inform teachers tlijiit tho
Secretary of tho Interior has re-
ceived abundant nssuranco that tho
bill relating to schools etc. will
pass in time."
This telegram means that unless
some unforeseen delay occurs the
schools of Indian Territory will not
bo discontinued March 1 but will
finish out thoir terms running un-
til Juno. Tho monthly payroll of
teachers in tho rural schools amounts
to $45000 and nearly 1000 teach-
ers would bo thirown out of employ-
ment if tho Curtis bill should not
pass within tho next ten days.

Jr. has granted an injunction
against Whltcomb Smith Leo &
Palmsmor et al. in favor of tho As-
sociated Producers' Oil company to
restrain them from pumping oil
from wells already drilled and from
drilling a well on land that has been
purchased by the plaintiff and on
which a commercial lease was later
filed by one of tho defondants and
then sold to Whltcomb. A commer-
cial lease In Indian Territory is a
leaso given by a freed man on his al-
lotment excepting his homestead
or by an Indian by blood on land
upon which tho restrictions upon
tho alienation of sanio have been re-
moved. This Is tho first stop in tho
process of testing tho validity of a
lease mado by a Cherokeo freedman
on land which ho hnd a right to
sell bu which tho secretary of.tho
JUorior claims ho cannot loasfor
oil and gas purposes without tho ap-
proval of itho secretary.
