BEAVER BEAVER COUNTY OKLAHOMA TERRITORY THURSDAY AUGUST 24 1899.
NO. 15.
ADVANCE IN I'RICES OF SERF.
Ths ndvauo in beef prices At this
time it a matter of do litllo interest.
It it a fact worthy of ootlco tbat the
ndvanco it not confined to beef alone
Livo itock also cotumaoda good
pricca particularly (he higher grndo
of cattle.
There nro nu nitrous reasons why
the advanco has been brought about.
The pnsporous s'atc of affnlra
throughout Ihu coniitry increases
the demand for beef. Tbcro is alio
a forciifn demand that tends to hold
up prices. According to view of
stockmeu nhocught to be in n po-
sition to know thcro is nn apparent
nhortngn of tho higher grade of em-
tio for market-
Judging from these stated condi-
tion! it scans safe to predict k'ood
pricos for cattlo ah well at beef for
Homo timo to come. If thcro is u
general shortage of oittlc And a steady
foreign and douiestiu demaud for beef
it need not bo argued that prices will
continue to hold up for the decrease
in the production can not bo speedily
supplied. Tho futuro supplies may
be increastd and hence loner prices
follow lint tho iucrenscd produc-
tion must como by gradual change
So long as tho prices nre governed by
scarcity and demand there cm hard
ly be any marked change in prices
nnd if no the chango would bo but
temporary.
TIIETEIlKIT01tl.il TAX LEVY.
Wltcu tho board of county com-
missioners held thoir I tint meoiing to
comldrr the matter of tax Invies
they had at the timo no report from
the territorial Iward of equalization.
Consequently they mado a two mill
levy for territorial purposes in com-
plianco with provision made in tho
1893 Session Laws. Tho commis-
sioners taxed their actions on tho
following j.rovieiun:
Seetiou j Art. 2 Chapter .j of said
sotsion laws says: "Tho board of
county commissioners shall meet on
tho thirb Friday in July and proceed
to make tbo levy of taxes for thu en-
mting year but audi meeting may Im
adjourned till another time not cx-
tfrvding ten daya if tho statement
ir tho territorial board of equali-
zation has not been received."
Tho noxt suction of tho sitmo article
sly: "Tho rate of general tcrrioriul
tax shall bo us directed by the terri-
torial board of equalization or by the
territorial auditor: but in cueo no
statement of tho levy of mich taxes
as hereinbefore directed is received
by tho countr clerk before or during
tho session of the board of county
I'omuiisiioucrH at which tho county
levy is required to be made then tho
fluid board of county comumsionors
thall before adjourning levy the
gunvral torritorial tax at the rale of
two mills on tho dollar valuation."
Shortly after the adjournment of
thu board of county commissioner!
tho county clerk received from tbe
torritorial auditor a ntatemcot show-
ing that a fivo and two tenth mill luay
had been made for triritorial qur-
tipses by tho territorial boird of
equalization. Tho county ulurk how
w adherod to tho decision of the
commissioners in making a two milt
ley and refuacd to enter tho terri-
torial tax as certified by tho territor-
itl board in oonsequenco of which
Attorney General Cunningham ap-
plied for a writ of niiiiiUtuus to coin.
pel the county clerk to extend the
levT mado by the territorial board.
Tho aiso was brought before Judgo
Iturfurd iu chambora last woek and
the judge grunted a peremtory writ
of maudauius iu favor of tbo territory
allowing Judge lliortr counsel for
the county clerk till Monday lust to
appeal to tbo full bench. Judge
But ford atated that whilo tho law
Was in strong terms regarding the
duty of tha commissioners to levy un
less they had received the auditors
statement yet it was tho purposo ol
tho law that tho territoraal levy
should bo uniform in thu different
comities throughout the torritory.
