The commission is essentially a
body of engineers, six of the seven
having distinguished themselves in
engineering v.ork. ftear-Admiral
Walker, who was named bv Presidt lit
Roosevelt to be president of I he coin-
mission, is not au engineer, technical-
ly speaking, but he has had large ex-
perience with engineering operations.
It is the prevailing opinion through-
out the count ry that President Rouse-
was successful in getting to-
gether a most admirable and w
balanced body of men lot this im-
portant work. From the lirst, Mr.
Roosevelt insisted that political con-
siderations and political influence
should have nothing whatever to do

commission. lie adhered to this poli-
cy throughout, resisting all the

ticians. Indeed, in one case tlie presi-
dent had as good as made up his mind

telegrams in his behalf, and sent so
many politicians to the White House
