I n
1 Washington — Speaker Cannon It
has been learned has agreed to use
his Influence to put a postal savings
bank bill through the house Sena
tor Aldrich may not strenuously op
pose the passage ot such a bill
through the senate
‘ President Taft Is exceedingly anx-
ious to obtain postal savings bank leg-
islation It was at hie urgent re-
quest that Speaker Cannon withdrew
bis opposition and Senator Aldrich
agreed not to stand in the way ot a
bill that contained certain provisions
The Rhode Island senator still
makes it plain that he doubts the wis-
dom ot this legislation at this session
but he Is willing to meet the presi-
dent half way He has let It be known
that under no circumstances will ho
give bis support to a bill which does
rot provide that the money deppsltod
ii postal savings banks shall he
be used tor the purchase of Jolted
States bonds The bill in its prev-
ent form Is too flexible to suit Ml
Aldrich
The Foss bill which Is the official
hill in the house does not make It
mandatory to invest the deposits In
government bonds It provides that
funds “may be deposited in any sol-
vent bank or banks in the neighbor-
hood In which the funds are receiv-
ed Interest at 2ft per cent per year
to be paid on the deposits
If the deposits are refused by local
banks they may be 'deposited w’b
the treasurer of the United States
and withdrawn or Invested in United
S r tea bonds or other securities ap-
proved by the savings bahk laws of
the state or territory in which the
funds were received
In the absence of such laws the
funds may be Invested in securities of
the same character as approved for
investment by savings by the laws of
New York or California Senator Al-
drich Insls's that these provisions are
too loosely drawn that they would
not aid the national monetary com-
mission in Its efforts to release na-
tional hank currency from Its govern-
ment bondage
Aa a result ot the assurances
Speaker Cannon and Senator Aldrich
have given President Taft the house
committee on postofflcee and post
roads which has the Foaa hill In Its
keeping will be asked to report It out
aeon aPer 'congress reconvenes on the
4th of January Whether the bill can
he passed la still a question
Doubtless a maojrlty of toe senat-
ors and representatives are In favor
of some sort of postal savings bank
till but It Is not at all certain that
a bill to drawn as to satisfy amajorlty
In either branch can be submitted
