mittee report from the National Board of Fire Under-
writers covering the fiscal year that closed on April :30

the committee was started Incendiarism is at a rela-
tively low ebb and is further declining Investigations
Much of the credit must go to the fire insurance in-
dustry which has worked unceasingly against the ineen-
diarist It has prepared model laws which have been
widely adopted It ha3 sent out trained investigators to
aid local officials And it has carried questionable fire-
loss cases to court and helped to uncover evidence of
firon that might otherwise have never been unearthed

with justice the most despicable of criminals He de-
rerves no mercy
