Joplin, April 5.—feggmen who
blew a safe in a Tulsa ,Okla., dry
goods store Sunday night, securing
$600 and valuable notes, and early
yesterday morning robbed a safe in
the general store of W. A. Wagoner,
at Miami, Okla., getting away witn
f200 in cash, $400 in checks and
valuable papers, are thought to have
come to Joplln and the local police
are looking for them.
Both the Tulsa and Miami jobs
are thought to be work of profes-
sional safe-blowers. Both jobs pre-
sumably were accomplished by the
same gang.
The Tulsa safe was blown about
mid-night Sunday, it is thought, the
gang going direct to Miami, where
they broke into and blew the second
safe. In both instances the combina-
tions were sawed off and nitro-glv-
cerine used to force the doors. The
doors off, the robbers used 'Jim-
mies" on the strong boxes, taking
them away without first opening
them.
The jobs to a considerable extent
resemble several which some time
ao were committed in Joplin, but the
police are convinced they are the
work of the same gang, as confes-
sions were forthcoming from a gang
of youths who recently were sen-
tenced to reformatories that they
broken the local safes.
Thus far $115 reward has been
offered for the arrest of the vegg-
men.

ORDINANCE NO. 323
AN ORDINANCE Providing Tor
an Annual Tax on the Owners or
Harborers of Dogs, the Impounding
of Dogs, Fixing Fees for the Same.
Requiring the Muzzling of Dogs, Pro
hibiting the Running at Large ol
Rapid or Vicious Dogs, Providing
Penalties for Violations and Declar-
ing an Emergency.
Be It Ordained by the Mayor and
Councilmen of the City of Bartles-
ville, Oklahoma:
Section 1. Every person owning
or harboring any dog over the age
of three months within the limits oi
this city shall pay an annual tax
therefor of Two ($2.00) Dollars foi
each female dog and an annual tax
of One ($1.00) Dollar for each malo
dog so owned or uuruorea. Saia
tax shall become due and payable
on the last day of April of each year
and if circumstances require the col-
lection of such tax for a less period
of time than one year, a proportion-
ate amount of tax shall be collected
based upon the amount of time in-
tervening between the day of its col-
lection and the last day of April
next succeeding. Sucn tax shall be
paid to the City ,Clerk and shall be
by him turned over to the City
Treasurer and by such Treasurer
placed in the salary fund.
Sec. 2. The City Clerk shall fur-
nish any such person paying sucn
tax a badge or tag, stamped and in-
scribed in such a manner as win
show that said tax has been paid for
the period of time ending on the
last day of the next succeeding April
and the owner or harborer of any
such dog shall provide such animai
with a collar to be worn at all times
to which shall be affixed in a gooa
and substantial manner said tag or
badge.
Sec. 3. It is hereby made the
duty of the City Clerk to keep a
register of all dogs licensed in this
city, pursuant to the provisions oi
such ordinance. Such register shall
show the date of the issuance ot
such license, its date of expiration
the name of the owner of the dog or
of the person in whose name saia
license is issued and shall designate
the sex of the dog and shall des-
cribe said dog stating as nearly as
possible the age, size, color ana
breed. V
Sec. 4. It is hereby made the
duty of every police officer of this
city to seize and impound any dog
over the age of three months, run-
ning at large on the streets or in
any of the public places of this city
which shall not have a collar to
which is affixed a tag or badge as
described in Section two of this or-
dinance, showing that the tax for
said dog has been paid for the per-
iod of time expiring on the last day
of the next succeeding April. For
the purpose of making this ordi-
nance effective, the Mayor and Coun-
cilmen shall provide a suitable pen
or pound and may provide for a
keeper thereof and may appoint any
special police officer for the purpos-?
of seizing and impounding dogs as
herein provided.
Sec. 5. All dogs seized or im-
pounded as provided for in the fore-
going section, shall be kept in the
city pound for a period of three days
from the time they are so impound-
ed and if at the expiration of such
time, they are not called for and
the fees as hereinafter fixed are
not paid by the owner or person har-
boring them, the keeper of the
pound shall kill such dogs and dis-
pose of their bodies by burial or
cremation at some point without the
city limits.
Sec. fi Any person appearing at
the City Pound who shall satisfy the
keeper cf the same of the fact oi
his ownership or right to the pos-
session of any dog therein impound
ed, shall have such dog returned to
him upon the payment to the City
Clerk of an impounding fee of One
Dollar and if the same be unpaid,
the payment of the tax for said dog
as in this ordinance provided for,
and delivering to the keeper of the
pound his receipts for such amounts;
Provided that the City Clerk shall
receipt him In duplicate for such
payments and provided further, that
he shall file with the City Clerk a
written statement under oath as to
the length of time such dog has
been owned or harborsd by him and
shall pay any back tax which shall
be due under the provisions of this
ordinance as disclosed by said affi-
davit.
Sec. 7. That the Mayor at any
time upon reasonable apprehension,
information or knowledge of the
presence of mad or rabid dogs with-
in the limits of this city, shall issue
his proclamation requiring that all
dogs running at large be securely
muzzled and any person owning or
having control of any dog and per-
mitting the same to run at large af-
ter such proclamation has been Is-
sued, without a muzzie. shall be
deemed guilty of a violation of the
terms of this ordinance and upon
conviction thereof, shall be fined In
h sum not to exceed Fifty ( 50.Q0)
Dollars and the costs of the action:
Provided further, that such notice
shall be published In the official city
paper not less than one time and
shall become effective within twelve
hours from the time of the circula-
tion of the issue of such paper con-'
taining said notice; and Provided
further, that in addition to the fine
herein provided for, any such dog
running at large unmuzzled after
such notice shall have become ef-
fective, shall be impounded and
shall be released from the pouna
only after a full compliance with
all the provisions of this ordinance
relating to the release of dogs im-
pounded on account of the ahsence
of a tag or badge.
Sec. 8. It is hereby declared un-
lawful for any person to own or har-
bor any rabid or vicious dog within
the limits of this city unless the
.same shall be kept upon the private
premises oi any such person a>i<<
prevented from running at largo
Any person violating this section
shall, upon conviction thereof, no
fined in a sum of not nore than One
Hundred ($100.00) Hollars -xwi
costs of the action, or by imprison-
ment in the city Jail for not more
than thirty days, or by both such
fine and imprisonmenti Provided
further, than any such rabid or vie,
ious dog, whether it be muzzled or
have a tag or not, found running at
large upon the streets or in any
of the public places of this city, shall
be immediately killed.
Sec. 9. Whenever a tag or badge
shall be absent from any dog, the
fact that the same may have been
procured and is absent from such
animal through no fault or negli-
gence of the owner thereof shall not
operate to relieve said animal fro-n
impounding and being subject to
disposition as are dogs the taxes for
which have not been paid; Provid-
ed: that should the owner or har-
borer of any such dog make and file
an affidavit, properly sworn to, with
the City Clerk r > the effect that
said tag has been lost or misplacea
or stolen ind is absent from su.^h
animal through no fault of his, and
upon the payment of a fee in the
mm of 25 cents for the issuance ot
a new tag in lieu of such missing
one, said City Clerk shall author'/.e ,

further: That if such affidavit is not
filed within three days from the date
any such dog may have been im-
pounded, the City shall not be liable
for the disposal of said dog as are
all other impounded degs disposed
of.
Sec. 10. A fee of 25 cents shall
be charged for all tags or badges is-
sued in lieu of ones lost, stolen or
misplaced, upon an affidavit being
filed stating that such is the case.
And the City Clerk shall see that
all such substitute tags bear upo i
their face information to the effect
that they are iasutd In lieu of sucn
lost, misplaced or stolen tags. Any
person found guilty of using a tag,
for which he has procured a substi-
tute, shall be fined in a Bum of not
more than $50.00 and costs of this
action.
Sec. 11. The word "dog" as
herein used without qualification,
shall be held to mean and include
all dogs, whether male or female
and the singular of the word "dog
shall include the plural, and the
plural likewise the singular.
Sec. 12. All ordinances or parts
of ordinances in conflict herewith
are hereby repealed.
Sec. 13. For the preservation of
the public peace, health and safety,
an emergency is hereby declared to
exist, by reason whereof this ordi
nance'shall be in full force and ef
feet from and after its due passage,
approval and publication as required
by law.
