The constitutional convention of Okla-
homa was called to order at 2;30 o'clock

by Delegate Henry S. Johnston of Per-
ry, selected by the democratic caucus
for that honor.

GOVERNOR FRANTZ APPEARS.
Governor Frank Frantz entered the
hall at this moment and was called to
the platform by the demand for a
speech. He responded briefly, saying:
1 'I am proud to stand before this con-
stitutional convention. I desire to as-
sure you of a hearty welcome from the
territory and of the hearty co-opera-
tion of the territorial officers. I wish
you all a very successful convention.
Delegate Rose of Blackwell moved to
have a committee on credentials ap-
pointed prior to the permanent organ-
ization of the convention, but a majori-
ty of the delegates were desirous of
the shortest method possible of trans-
acting the necessary business, and it
as finally decided to have Secretary
Filson of Oklahoma Territory call the
roll of the delegates-elect as shown by
the official returns.
Mr. Filson explained he eovjld do this
for Oklahoma but that the official list
from Indian Territory had not yet
appointments, and if a man, deficient in
what he should be, gets into one of
these places, it will be because I have
been deceived," said the president.
In regard to educational matters,
Mr. Murray favored a liberal provision
giving an education to every child in
the state, non-partisan and fair.
He advocated being fair in the mak-
ing of the entire constitution, stating
that there may come a reversal politi-
ally, and if the delegates are not fair
all may be compelled to swallow the
dose they have prepared for the other
fellows.

Secretary Filson then called the roll,
all the delegates from Oklahoma Terri-
tory, being present except Hughes of
Oklahoma City, Covey of Fargo and
Hogf of Grand, andnone of the three
appeared during the afternoon.
This gave the convention an official
list frem Oklahoma, and it was then
proposed by Mr. Baker of Wewoka that
all Indian Territory delegates present,
who had received their commissions,
exhibit their commissions as a proef of
their election. This motion was adopt-
ed, and eventually all the Indian Terri-
tory delegates were placed on an offici-
al list.
Justice Burford was introduced to
the convention and made a a short talk,
after which he administered the follow
ing oath to all the delegates at once.
"I do solemnly swear that I will sup
port and defend the constitution of the
United States against all enemies, for-
eign and domestic; that I will bear true
faith and allegiance to the same; that
I take this obligation freely, without
any natural reservation or purpose of
evasion; and that I will well and faith-
fully discharge the duties of the office
on which I am about to enter, so help
me God.''
On a motion of Ledbetter of Ard-
more the convention then proceeded to
the election of permanent officers of the
convention.

He advocated a provision in the con'
stitution which would prohibit fictitious
bonds and stocks and guarantee reason
able rates and charges, and a provision
that corporations can be chartered for
one purpose only.
He favored the provision that com-
mon carriers can not own or manage
coal mines or that any corporat ion can
deal in farm products.
He also asks that a provision be in
eluded promoting owning and the re
moval of restrictions on Indian lands.
Delegate Haskell of Muskogee placed
Peter Hanraty of South McAlester in
nomination for vice president, and
Delegate Buchanan of Norman second-
ed the nomination. The republican
nominee, Charles 0. Frye, a Cherokee
Indian I of Salisav, was named by
Henry L. Cloud of Wellston. On a ris-
ing vote Mr. Hanarty was elected.
Frye voted for Hanraty. Delegates
Henshaw of Madill, Caudill of Granite
and Frye of Sallisaw where he made a
brief statement endorsing the state-
ments made by Mr. Murray.
Delegate Ledbetter of Ardmore then
named W. A. Durant of Durant for
sergeant-at-arms of the convention,
and Delegate Haskell of Muskogee
named P. C. Oates of Alva for as is-j
tant sergeant-at-arms. Both were |
elected by acclamation. Rev. I' rank
Naylor of Shawnee was nominated as
chaplain by Caudill of Granite, second-
ed by A. L. Hausan.
A resolution was presente 1 by Gard-
ner of Stigler for a committee of three
to decide up >n the necessary employes
of the convention, and Gardner, Roberts
of Oluste ■, and Pittman of Enid were
named.
