AN OPEN LETTER TO GOV. HOLLOWAY

°klaD°r Governor— It is assumed that as chairman of the
State Banking Board that you have some knowledge of the
administration of failed banks by your department
Your attention is respectfully called to the failure of
the Home State Bank at Tecumseh almost three years ago,
in which failure over $70,000 of public funds were lost
and hundreds of depositors had their all suddenly swept
a" J'The report filed in the district court by the Banking De-
partment Agent placed in charge contains much upon which
an indignant public has based its criticism and suspicions.
The administration of the institution since its failure has
likewise drawn public censure. v
Even the State Banking Department officials are free to
admit the presence in the record of many instances upon
which in their judgment, prosecution should have been based.
To date not a single civil action has been terminated;
not a single step has been taken to probe the allegations of
criminal responsibility, as charged and believed by many in-
terested people,
In other bank cases your department HAS MADE VIG-
OROUS PROSECUTIONS and in many cases have secured
convictions.
Let us suggest. Governor, that in event the legal mach-
inery employed by the Banking Board for such purposes is not
now available, or if it be inadequate for any reason, that you
call upon the Attorney General of the state to detail one of
his assistants to give this bank failure a thorough probe be-
fore the statutes of limitations prevail.
In the light of his fearless record, we suggest that Assis-
tant Attorney General Hanson would be the most proper per-
son to represent the state in such an investigation. Politi-
cians can’t deter Hanson from his determination to do his
duty. .
Such action, Governor, seems fully justified in the admis-
sions that are made by your Banking Department officials
who declare that even a super-official invsetigation by them
justifies the public in accepting many'of the rumors prevail-
ing.
In the light of past disregard of duty, or more politely,
inaction on the part of those who are charged with en-
forcing the laws, both state and county, we believe that the
limited time for action justifies shifting the burden of in-
vesigation upon new shoulders.
