on the protests though an injunc-
tion plea to prevent the state pay-
ing election expenses has been de-
nied A 5 to 4 vote of the court cleared
the path for holding the election
but left undertermined the validity

tion escheat prnision to provide

No 118: Creating a budget of-
ficer to be appointed by the gov-
ernor confirmed by the senate and
removable only on the governor's
order: to prepare biennial budgets
for all state institutions and de-
partments no item to be altered
excepting by consent of the gov-
ernor and a three-fourthe vote of
both legislative houses

No 113: Repealing the present
Income tax law and substituting a
new law with higher rates of taxa-
tion No 111: Creating a new state
board of education appoteted by
the governor and to receive $10 a
day and expenses: providing for
uniform free textbooks for first
eight grades of public schools and
appropriating' $2000000 for carry-
ing out law

investigating committee when the
appellate division ruled today that

himself of contempt -

sought to have Doyle held in con-
tempt because of incomplete an-
mem concerning his splitting of
fees received for practicing before

ing today with definite proposals
