and Mossie Nowlin of Rocky, OK. His older
brother Aubrey Nowlin and wife Bertha of
Rocky, OK. sister Avis Leach and husband Clif-
ton Leach of Weatherford, OK, daughter Shirley
Nowlin (infant), and nephew Larry Leach of
Carson City, NV.
The viewing will be held at Smith Funeral
Home in Anadarko today till 8:00 P.M. and
Wednesday, 9:00 - 8:00. Funeral services will
be held on Thursday, February 11 th at 1:00 pm
at the First United Methodist Church, 202 W
Oklahoma Ave. in Anadarko. Graveside servic-
es will follow at the Rocky Cemetery, 2 miles
north of Rocky. Flowers may be sent to the
Smith Funeral Home, or in lieu of flowers,
donations can be made to First United Methodist
Church in Anadarko or the charity of your
•
years.
Darlene worked at the old Chickasha Airport
for a short time. She was a dedicated volunteer
at Grady Memorial Hospital for many years.
She was also a volunteer for Meals on Wheels
delivering meals to others. She was a faithful
member of the Pocasset United Methodist
Church.
Darlene is survived by her three children:
Dan Phelps and Maritza Cortes of League City.
TX; Dana Phelps Elmer and Bill Elmer of Hen-
derson. NV; and Doug Phelps and Lyla Phelps
of Tuttle. OK: four grandchildren: Kristin
Phelps Roller and Josh Roller of Fayetteville.
AR: Lindsey Phelps of St. Louis. MO; Jennifer
Elmer of Seattle. WA; and Bryan Phelps of
Oklahoma City. OK; and three great-grandchil-
dren; Delaney Roller. Annabelle Roller, and
Emery Roller all of Fayetteville. AR.
Darlene was full of joy and shared that joy
with all those around her. She will be greatly
missed by her family and friends.
In lieu of flowers, memorials can be made in
the name of Darlene Phelps to The Leukemia &

Hotel tax campaigns, hiring more personnel
and a few Saturday morning meetings are on the
agenda for city council in the upcoming months.
Chickasha City Manager. Alan Guard, present-
ed an overview of fiscal year 2017 with Chicka-
sha City Council members at a work session on
Monday night.
Guard said he will begin to educate various
groups in the community about the proposed
hotel tax. Grady registered voters will cast their
votes on April 5. Guard is currently coordinating
meetings, at the Canadian Valley Technology
Center for instance, in order to publicize the tax
and give voters an opportunity to learn more.
While reallocations and reductions are part of
streamlining operational efficiencies this fiscal
year, reduction in staff is not on the agenda.
Guard said. Hirings-rather than firings-will be
taking place. „ .
"We are a people driven organization, uard
said. "People expect people to show up.
Guard said the city has begun to make negotia-
tions for hiring more fire personnel, another code
enforcement officer and an accountant, to name a
few.
Just in time for April showers, a work session
will take place on April 11 to address flooding in
Chickasha. Flooding downtown as well as flood-
ing in the Atwoods/Jake’s Rib area were noted.
The council will discuss the water/sewer capital
program at the meeting.
The City of Chickasha will also be trying to
make the road a little smoother tor motorists on
3rd Street and Shepherd Street as well as 4th
Street and Grand Ave. Guard said there are plans
in the works for asphalt resurfacing and new con-
crete poured where needed.
Council will also be looking into a more effi-
cient way to replace the police fleet, such as
replacing three cars every few years rather than
12 cars all at once.
On Saturday, March 5, Guard has proposed that
the council attend a Chickasha Lake Capital Plan-
ning Tour, which will examine how to make bet-
ter use of the area.
Chickasha citizens are welcome to attend all
Chickasha City Council work sessions and meet-
ings.

SC on April 3, 1942. Alvin left to serve his
country in WWII in the European Theatre of
Operation 6 weeks after his marriage to Betty.
He returned from the service and was honorably
discharged on October 30, 1945. Alvin attended
Oklahoma A&M and received his B.S. degree in
Agriculture in 1949 and his Masters Degree in
1964. He taught Agriculture at Blanchard High
School from 1949 to 1959 and at Minco High
School from 1959 to 1969. Alvin was the Adult
Education Supervisor at the Caddo-Kiowa Vo-
Technical School in Fort Cobb until he retired in
1985.
Alvin was a member of the Eighth Air Force
Historical Society and a member of the OSU
Alumni Association. Alvin served as President
of the Blanchard Lions Club in 1959, the Minco
Kiwanis Club in 1968. and the Fort Cobb Rotary
Club.
He is survived by Betty Nowlin, his wife of 73
years; his daughter Jeanne Darnell and husband
James of Athens, TX, son Bruce Nowlin and his
wife Maggie Jones of Lake Crystal, MN, son
David Nowlin and wife Tracy of Anadarko, OK.
daughter Janice Hollar and husband Donnie of
Jupiter. FL. Grandchildren Adam Bingham,
Laurel Thiel, Heidi Nowlin. Terra Nowlin.
Kelsey Nowlin, Cole Nowlin. Lori Wakeman.
Gretchen Alms, Zachary Alms, Lauren Alms,
Jennifer Lawrence and Andrea Darnell, several
great-grandchildren, and other nieces, nephews

Darlene graduated from Pocasset High School
in 1939 and Oklahoma College for Women
(USAO) in 1942. She married Leonard Phelps
on November 23, 1948.
Darlene and Leonard moved away for a few
years but spent most of their lives together on
the farm in Pocasset. Darlene loved the family
