Washington, D. C., Dec. 10, 1904.
I—In November 36 national banking
associations were chartered, 7 asso-
ciations placed in voluntary liquida-
tion and 4 in charge of receivers,
making a net increase of 25, the
number of existing associations on
Nov. 30, 1904, being 5,520, with au-
thorized capital of $784,820,335; 1
[bonds on deposit as security for cir-
' dilation, $431,074,840; circulation
secured by bonds, $427,947,505, and
by deposit of lawful money, $32,731,-
|570. The increase in capital during
the month was $3,635,000; in bonds
deposited as security for circulation,
$4,531,050, and in circulation, $3,-
397,575.
,Tfie capital of the 36 associations
chartered during the past month was
$3,155,000, and bonds deposited as
security for circulation, $677,850.;
Twenty-three of these new associa-
tions were of primary organization
and with capital of $905,000, 18 of
the banks being with an average cap-
ital of $35,000, and 5 with aggre-
gate capital of $450,000, the indi-
vidual capital ranging from $50,000
to $200,000. Twelve of the organi-
zations during the month were banks
organized to succeed incorporated or
private concerns, the aggregate cap-
ital being $200,000. Four of the
number were with individual capital
of $25,000 and 8 with capital rang-
ing from $50,000 to $1,500,00. One
bank with a capital of $50,000 was
converted from a state institution.
Since the passage of the act of
March 14, 1900, 2,232 banks have
I been chartered with aggregate cap-
ital of $128,667,300, of which 1,459
with capital of $38,014,500 were
with individual capital of approxi-
mately $25,000 and 773 with capi-
tal of $90,652,800, associations with
capital of $50,000 or over. The num-
ber and capital of banks of primary
organization were 1,353 and $66,-
031,500, respectively; reorganiza-
tions 726 and $45,956,000, respect-
ively. During the game period there
I were 252 conversions of state banks.

ItlKK RACING.
It In Alleged Thai Foul Riding Oc-
curred Yesterday.
New York, Dec. 9. —The first In-
stance of what is alleged to be foul
riding occurred this afternoon, by
Keegan, of Lowell, Mass. He was ac-
cused and the scorer, Spooner, made
a formal complaint to the referee. At
the time Root was leading with Stoll
in second place, Keegan was third.
When the curve at Fourth Ave. was
reached It is alleged that Keegan
tried to push Stoll away from Root's
rear wheel and make him lose his
pace. Root responded by making a
sprint, gaining half a lap. Stoll, who
had been thrown out of his position,
passed Keegan like a flash and in the
tenth lap of the track caught Root,
showing himself to be the best
sprinter of the week. The two lead-
ers then settled down to steady work
again.
Port Arthur Forces Retreated.
London, Dec. 10.—Accoiding to
Shanghai dispatches, Port Arthar
forces, with the exception of those
manning forts, have already recreated
to Laotee mountain, and details con-
tinue to come In of the capture of 203
Meter Hill.
According to the Dally Mall's To-
kio dispatches, the Japanese, lifter
I capture of 203 Meter Hill, anticipat-
ed a terrible bombardment from the
Russian forts, and made preparation!
accordingly, but the Russians re-
mained strangely quiet.
