PLANNING,
While War Preparations
Are Being Hurried,
The Climax Of The Crisis
Cannot Much Longer
Be Deferred.
In looking over the news as gath
ered in the great centres, and cull-
ed from offiicial statements and
'movements, one is almost be-
wildered at the conflicting appear-
ances.
The scope of war preparations
seems to be widening. One thing
is certain, we do not neeO all these
preparations to fight Spam alone.
Rumors are going of alliance
with England and Japan. Mean-
while every nerve is being strain-
ed in preparations Jor war.
The naval court has heard all
me evidence and its report will no;
doubt be made as soon as the gov- j
ernment is ready to receive it.
*Then what will follow is hard to
tell. There is no doubt the court
will decide that the Maine was
blown up by Spaniards, some of
them in official position. Will we
.then decuare war, or will we demand
indemnity and the punishment of
those responsible for the disaster?
If we demand reparation, will
Spain Omnt it? Will she wait for
us to begin, or
will she strike the fir^tblJW? The
matter has been largely placed iu
the President's hands. Those who
did it must have had assurances of
what he would do. A large ma-
jority of the congressmen who thus
placed in his hands this power are
in favor of liberating Cuba and of
demanding a stern accounting for
the loss of the Maine.
As soon as the naval court of
inquiry reports we may look for
the president to show his hand.
Mernwhile Spain May force him
to act by taking the lead in declar-
ing war. We can only wait and
watch.
