kell Saturday Issued a detailed state-
ment dealing with the much-discussed
capital question, declaring that it Is
mandatory that all state business be
transacted from Oklahoma City, as
the people so noted June U.
The governor deals with the ac-
tions of the district and state courts,
and says: "If one district judge may
properly issue an injunction without
notice or bearing, suspending the ex-
ecutive department of state govern-
ment, simply because the complain
ant's petition seems to assert facts to
warrant It. how often and how, con-
tinuously may the executive depart-
ment of state government bo embar-
rassed, hindered, and completely sus-
pended should all of the district
judges of our state see fit to act in
like manner, and if duo courtesy
from the executive department to the
judiciary suggested that cognizance
be taken of such orders. It Is not over-
drawing the possibilities to say that
the various state officials would be
called upon to inquire every morning
what the uight bad brought forth in
the way of Injunctions against the
conduct of official business."
As to the capital election June 11,
the governor says.
"When the people of this state en-
acted the law fixing Oklahoma City as
the seat of government, thereafter un-
der our constitution official acts to be
valid must be performed at this seat
of government." The governor says
to continue to maintain the state of-
fices at Guthrie would jeopardize
every official act performed.

The Capital Question.
The people of Oklahoma nave b« -
fore them at this time the question of
their state capital, and with the great
volume of press statements on this
question, occasionally correct but us-
ually incorrect and misleading, I deem
this a subject of which the people
should know and consider in its full-
est detail.
The basis for state government and
the control of ull the Internal affairs
of the state and the relations of the
state to the outside world are pre-
scribed by the constitution adopted
by the people of Oklahoma.

Wherein does the usurpation lie?
It is said that the governor ha
