town is wet it will take a majority
vote to provide for an election.
A not her object ion to the amend
tnent is in the fact that it centrali/.es
the power of the system in a license
board. W hat an opportunity of
graft looms before such a board! As
citizens we have no right to place
such a temptation before any ollicer
| of tie* law
This proposed amendment reduce-.
to a minimum, the control of tic
saloon. When a charge is m.d * to
the license board the amendment
provides for an appeal from the
decision of the board tto the county
court but further provides that be-
fore such appeal can In* had a good
and suflieient bond to pay all costs
and damages insured thereby shall
be given. 1 ask you in all frank-
ness, Mr. \ oter. will you place your
home and livelihood in jeopardy by
I such a bond/ Who, will then bring
the sa oon to t ime?
| The proposed amendment opens
the wav for boot-legging royal,
j l nder its provision it will no longer
be a crime to ship liquor from one
place to another in the state. The
licensed saloon will have its agents
working in dry territory You
may say that one saloon will see to
j it that tin* other does not boot-leg.
] Don't you believe it. Saloon men
| know bow to co-operate, and are
I you Mr. Voter, going to have con
tidence in the industrial animosities
that might arise between saloon
men? They will be in it fur the
dollar, and they will protect the*
interests of the other.
Moreover. Mr. Voter, is not the
enforcement of Jaw dependent upon
the integrity and honesty of the
individual citizen? If so, then what
reasonable assurance can be given
