Arizona’s Constitution
The constitution makers of Ar-
izona have shoyvn by their work
the high water mark of democ-
racy to the people of the country.'
Its main provisions are :
Initiative and referendumjper-
centage of 10 and 5 respectively.
Anti-child labor provision.
Amendment to constitution by
a majority vote of the people up
on initiative of 15 per cent of the
voters.
Non-partisan election of the ju-
diciary.
Recall of all elective offi cers.
Anti-lobbying law.
Direct primaries.
Direct advisory primaries for
senators.
Instructions to legislators to
enact a corrupt practic law.
Isn’t it odd that civilized man
will loan money and credit to
railroad corporations and then
pay the corporations for the use
of the iron highways they have
furnished the money to build?
Isn’t it odd that civilized man
will have his own government to
print money and give it to banks
and then pay the bankers to get
the use of his own money, instead
of having his government issue
money direct without interest.

He got the monkey finished. To

Nine states have ratified by
acts of their legislatures the in-
come tax amendment to the fed-
eral constitution. These are Al-
abama, Georgia, Illinois, Ken-
tucky, Maryland, Mississippi,
Oklahoma, South Carolina and
Texas.
Thirty years ago Henry GeoTge
said: “The government will have
to manage the railroads or the
railroads will manage the gov-
ernment.” That matter is now
settled, and the railroads are
running the government. The
dear people get skinned in the
transaction.
The law that grants a tariff, a
patent, or ot her protection to an
individual should also protect toe
public that grants that protec-
tion by writing plainly just what
that thing should sell to the fel-
low who must use it. Any other
way is radically wrong and never
could be otherwise.

Judge Orr of the Altus Times
does not think a second or third
daily newspaper would thrive in
Altus. The Judge is right. It
takes a town of thirty to 50,000
people to support a daily news-
paper. Elk City has tackled two
or three daily papefs but all of
them have .turned their daisy
toes to the sun. Town too small;
couldn’t do otherwise.
Hon. Lee Cruce, the new Gov
enor of Oklahoma sifys: just a
word to the press of the State.
You can make or destroy the
glory of Oklahoma’s future. No
other factor in the State wields
such a powerful influence. It is
therefore highly important that
that influence be exerted in the
direction of better government
and a greater State. I have
small complaint to make of the
treatment I have received from
the newspapers of this State.
With few exceptions they have
treated me with courtesy and
fairness, and in the instances
where the reverse is true I have
attributed the fact rather to po-
litical zeal than to a deliberate
desire and intention to injure me.
But, whatever may have been
the motive these things with me,
are in the past; let the past re-
tain its own. For the future I
ask the aid of every paper pub-
lished in this Stat2 in building
here a great and prosperous
Commonwealth. When I make
a mistake—and I am sure I will'
make too many of them—I ex-
pect your criticism, if given in
the proper spirit, is useful and
helpful cand I shall try to profit
by it. If I merit it, your com-
mendation will be appreciated,
and will help to lighten the load
that I must bear, arid make
smooth the way I must travel.
And we might add that is evi-
dent that Cruce believes in the
power of the press and likes to
have it on his side. He is ail
right as governor so far.

Some time when the railroads
are taken over and run for the
benefit of the public instead of
Wall street gamblers, our chil-
dren will read about the people
paying three cents a mile to trav-
el and freight rates in propor-
tion, and wonder why their fa-
thers were so dull as to stand
for it. The time is coming with
collective ownership when rail-
road travel will not cost over half
a cent a mile, and line reductions
in freight rates.
