Mrs Chadwick's Attorney Becomes
Very Angry Because a Marshal
Would Not Allow Him to See His
Client.
Cleveland, O., Jan. 7. — As the re
suit of a clash between the federal
and county authorities that has been
on since Mrs. f'assie L. Chadwick ar-
rived in this city from New York as
to who had Jurisdiction over the pris-
oner's care while tdic was lit the
county jail, the federal authorities
definitely stated that they would as-
sume control under authority vested
in them by a decision of the supreme
court of the Hutted States in a simi-
lar case In another state hud which
they think can tw applied iu this in-
stance.
The dispute has arisen because of
tlio privilege assumed by Former
Sheriff Harry in permitting her hus-
band and other persons to call on
Mrs. t'hadwick contrary 1o an order
of the federal judge that written per-
mission for such interview or call
should first be obtained from tliut
cswrt.
Sheriff Harry retired from office
last Saturday midnight. He was suc-
ceeded by < ieorgo t;, M tilh< rn.
As a county official Sheriff Mill-
hern obtained from the county solici-
tor an opinion to the effect that Inas-
much as the jail was a county Insti-
tution, a United States prisoner there
was no more than a county prisoner
while confined therein and was under
the authority of the sheriff.
An opinion was handed to the sher-
iff by District Attorney John J. Sulli-
van later in the day to the effect that
the federal authorities controlled
Mrs. Chadwick's care and that no
person should bo allowed to see her
without their permission. It was
maintained hy District Attorney
Sullivan that Airs. Chadwick is a fed-
eral prisoner and the sheriff is for the
time being a federal keeper.
To enforce Its orders two deputy
marshals havo alternated in the
county jail today and tonight, in
guarding the way lo Mrs. Chadwick’s
cell. Not even her attorney, Q. P.
Dawley, was allowed to see her to-
day, because he had not obtained per-
mission from the federal officials.
Dawley, who is a very prominent law-
yer, asserted the prerogative of his
calling ho see his elieni, hut a power-
ful deputy marshal refused him en-
trance to the woman's corridor of the
jail. Dawley was furious and said to
the marshal that if he had half as
much physical strength as he had de-
termination be would throw the mar-
shal out of the window.

St. Petersburg, Jan. 7. — Although
orders to that effect have not been
sent to Admiral Kojestvonsky, the
Associated Press is able to announce
positively that tho decision has been
reached that the Russian second Pa-
cific squadron will return to l'uro-
pean waters.
Make Patriotic Speeches.
Paris, Jan. 9. — Japanese Minister
Mituo presided at a banquet of Jap-
anese colony In celebration of the fall
of Port Arthur. Several patriotic
speeches were made.
PORTLAND MAYOR INDICTED.
A Man With The Snow of Eighty-
Three Winter* Upon His Head.
Portland, Ore., Jan. 6.—George H.
Williams, ex-chief justice of Oregon
territory, ex-United States senator
from tho state of Oregon, attorney
general in President Grant's second
cabinet, mayor of Portland, and a
man with the snow of eighty-three
winters upon his head, was indicted
by the county grand jury of Mult-
nomah county on the charge of mal-
feasance in office. The indictment
states that, on July 13, 1904, Judge
Williams was mayor of Portland,
and while acting in that capacity re-
fused to enforce the statutes regu-
lating gambling. This law, which
was passed at the last session of the
legislature, gives the mayor power to
close disorderly houses within four
miles of the city, and it is alleged
that he failed to avail himself of
that power.

St. Petersburg, Jan. 9. — The com-
mittee of ministers held a second ses-
sion under the presidency of M.
Witte.
Drowned in Old Well.
Rich Hill, Mo., Jan. 7.—Stanley, the
9-year-old son of Mrs. Wallace Daw-
son, a widow living at Hume, was
drowned in an abandoned well. The
boy disappeared yesterday. Search-
ing parties were out all last night and
today until the body was found.
Dowie Starts For Mexico.
Chicago, Jan. 7. — John Alexander
Dowie left for Mexico for the purpose
of inspecting an extensive tract of
land on which he expects to found n
