Dr. Weber appeared before the
board relative to a sick man, and
asked the board to issue a warrant
to purchase R. R- tickets for this man
and wife to some point in Arizona, as
he will soon be a county charge, and
the county will later on be called on
to bury him. It was moved by Brown
and seconded by Ward that warrant
be drawn In favor of the County Clerk
to purchase tickets to Arizona for
Mr. and Mrs. Arnce, and give them
the balance after purchasing tickets
for current expenses. Motion carried.
A warrant was drawn for $50.00 for
above purpose.

for the year ending Jan. 9, 1912, was
presented by the Clerk of the County

port of Mrs. Custer, Matron of the
County Hospital was read and accept-
ed.
Gus Kickle filed notice of having re-
voked the appointment of W. M. Hack-
ley as deputy constable of Jackson
Township. Same was approved by
the hoard.
The report of J. P. Anderson on the
reading of the electric meter was read
and accepted and ordered filed.
A communication was read from
the Union National Bank asking to
substitute as collateral $25,000 par
value 23 year 6G funding bonds of
the city of Bartlesville in lieu of sure-
ty bond for like amount. It was
moved by Brown aud seconded by
Ward that the funding bonds be re-

A communication from the State In-
spector of Charties and Correction
was read relative to the condition of
the jail aud county hospital, and rec
ommending that some change be made
in the condition of the county hospi-
tal.
It was moved by Rrown and second-
ed by Tyner that the bond of McGreg-
or and Hinkle, contractors for separ
ate school buliding, be cancelled, as
time limit has expired before the
work could be performed on account
of the county commissioners being
unab’e to get. possession of the land
on which to build the school. Motion
carried
The petition of the National Refin-
ing Co. asking for the use of high-
ways for the laying of pipelines
aerpss public highways, as follows.
Comes now the National Refining
Company, a corporation duly licensed
to do business in the State of Oklaho-
ma, and represents to the Honorable
Commissioners of Vasington County
Oklahoma, as follows: ,
That said National Refining. Com-
pany is a corporation organized and
existing under and by virtue of law,
and empowered to do business in the
State of Oklahoma, and doing busi-
ness therein, and duly authorized to
engage in the business of construct-
ing and maintaining pipelines, and
transporting gas, oil and kindred sub-
stances; that said company is a pur-
chaser of petroleum in the State of
Oklahoma, and is desirous of con-
structing and maintaining its pipe-
lines along the public roads of Wash-
ington County, Oklahoma.
Your petitioner states that if per-
mitted to do so, it will bury all pipe-
lines constructed by it along the pub-
lic highways in said county, at a
depth sufficient that said pipelines
will not in any way interfere with or
obstruct the use of said roads as pub-
lic highways.
Your petitioner states that it owns
its own refineries and that the oil
purchased by it is refined by it. and
and so far as burying the pipe al tHe
depth required, is concerned, that (lie
County of Wasington, through its
Commissioners, may at any time re-
quire the petitioner, the National Re-
fining Company, lo bury said pipes,
or put said highway In condition, or
may do so at the expense of the Com-
pany if so desired, and the judgment
of the Commissioners of Wasington
County, Oklahoma, as to the condition
of (lie highways and as to the peti-
tioner’s compliance with this order,
shall be conclusive on said petitioner.
Motion carried,
Mr. L. A. Rowland, representing cit-
izens and tax payers of Bartlesville
appeared before the hoard and staled
that the bridges that are now being
constructed by the Rochester Bridge
Company are not as per contract dat-
ed Octoher 17, 1911, and asked the
commissioners make an Investigation
of same. The commissioners called in
Mr. Hickey, (lie county surveyor, and
lind make a statement. He said that
there were two sets of plans made
for the bridge in question, a heavy
set and a lighter one, that he filed
only the heavy set with the County
Clerk, ana that three or four of the
bidders made bids on the heavy set
and that three or four made bids from
the details at IiIr office. Mr. Hickey
also stated that the bridges wore be-
ing built as per contract. Mr. Ward,
chairman of the county commission-
ers stated to the committee that he
wanted to see lhe tax payors of the
county protected, and would do all in
his power lo htat end. Mr. Rowland
appearing for this committee asked
several questions relative to the
building of these bridges. The com-
mittee requested Mr. llickey to got
statements from the bridge companies
who made bids on the lighter plans,
which he promised to do at. once.
The bond of the Rochester Rridge
Company to the County commission-
ers, which had not yet been approved
wgs taken up, and on motion of
Brown and seconded by Tyner same
was accepted. The clerk was instruct-
ed to call the attention of the Roches-
ter Bridge Company to the fact that
a bond to the State of Oklahoma must
be filed in addition to the one given
to the county commissioners.
On motion the board adjourned to

tions to be filed with the county clerk.

It was moved by Brown and second-
ed by Tyner that tin1 county surveyor
he instructed to purchase corrugated
galvanized iron culvert for ravine
north of Butler Creek, as Township
fund was not available to purchase
same. Motion carried.

The board met in adjourned session
with A. C. Ward and S. M. Brown
present.
It was moved by Brown and second-
ed by Ward that the survey of the,
road between Bartlesville and Dewey
as per plat made by county surveyor
be reduced to 50 feet after reaching
Highland, and that said route be
adopted by the hoard as follows: Af
ter reaching the Highland and on
leaving the grade follow the EhbI side
of the right of way of the A. T. & S.
F. track, cross M. K. k T. track and
North to the town of Dewey, and same
he used as a highway. Motion car-
ried. It was moved by Brown and
seconded by Tyner that I). F. Wallace
he Instructed to get right of way
along the proposed highway and lo do
so at once. Motion carried.
Mr. Unger offered to rent to the
county a house on the corner of Third
and Mill streets for the purpose of
county hospital. The commissioners
went out and examined the building.
They decided that the rent was too
much and being a frame building the
riRk from fire was too groat and de-
cided not to rent the building.
A petition signed by resident tax-
payers of Jackson Township request
ing a road to be opened up and es-
tablised as a public road thirty-three
(33) feet wide, beginning at the
W. corner of section 31, Township
twenty-six (26) North Range Thirteen
EaHt, was presented. On motion
Brown and seconded by Tyner same
was ordered filed.
Messrs, Babcock and Allen repre-
senting the comniitte on court house
appeared before the hoard relative to
the court house petition ad asked the
commissioners to adjourn to a date so
that they may present the petition and
have time to publish a call for an
election in connection with the city
election.
On motion the hoard adjourned to
1:30 P. M.

at 9 A. M , w lieu Mr. Babcock would
be present.

Wickham estate was presented by K.
D. Talbott, stating that auerror had
been made ina ssessing property be-
longing to said estate of F. F. Wick-
ham toy assessor at Ramona when
said property had already beeu as-
sessed at Ochelata.
It was moved, seconded and car-
ried that the assessment of the estate
Of Frank M. Wickham be cancelled.
The report of the comity clerk was
read and accepted.
The claim of the Examiner Pub-
lishing company for $11.50 was allow-
ed.
The claim of Attorney R. D. Cope
for $25.Go for defending prisoner at
the order of the court was allowed.
The following persons made affida-
vit of erroneous assessment: Frank
McClure. Arthur Hines. A. W. DeBell,
Board met as per adjournment with

Township, asking for a road on sec-
tion 8, Township 24, Range 14 East
on Ms section line. Moved and sec-
onded to place petition on file. Mo-
tion carried.
J. E. Hickey brought in blue prints
for three bridges as follows: Curl
Creek, Bartlett Creek and Coon Creek.

ner introduced a resolution and order
entitled “A resolution and order, pro;
viding for the calling and holding of
an election In Wasthngton County,
Oklahoma, on the 2nd da yof April*
1912, for the purpose of submitting to
the qualified voters thereof the prop-
osition of the said county expending
the sum of $115,000.00 and Issuing U»
negotiable coupon bonds ig Said
amount, for the const ruction of A
court house and jail In and for sgM
county, and the purchase bf * site
therefor; and of levying and collect-
ing an annual tax upqn all taxaWe

bridge at Bartlett Creek as before in-
structed. Motion carried.
It was moved by Brown and sec-
onded by Tyner that board adjourn
to Monday, February 26, 1912. Motion
carried.
