The sale or manufacture of intoxica
ting liquors in Indian Territory, the
Osage Indian reservation or any other
Indian reservations in existence Jan-
uary 1, 11*06, is prohibited for twenty-
orte years, except that the legislature
may authorize, under certain condi-
tions,the sale of liquor in public dispen-
saries for medicinal and scientitic pur-
poses.
The establishment of separate pub-
lic schools is permitted. The sum of
5 million dollars is appropriated by
congress for public schools, iu lieu of
the lands in Indian Territory. School
or other lands owned by the state, val-
uable for mineral?, may be leased for
mining purposes and must not be sold
prior to Jau. 1, 191o. There is no man-
datory provision for the sale of the
school lands.
Tbe state is divided into two federal
court districts, Indian Territory being
the Eastern and Oklahoma the West-
ern district For the time being, the

ively, at Muskogee and Guthrie.
The state shall never enact any law
restricting or abridging the right of
suffrage on account of race, color or
previous condition of a rvitude.

The city attorney acting under
instruction from the council, had
revised a number of ordinances
and they were presented to the
council, and their final adoption
made yesterday. Several of the
ordinances, which had been
adopted by former councils, had
come to be inadequate to the
needs of a larger Bartlesville.
The following were some of
the more important ordinances
revised; prohibiting and provid-
ing penalty for vagrancy; de-
struction of the property of tele-
phone, water and lire company;
house* of prostitution; draining
of slopes into streets and alleys;
obstruction or injury to side-
walks; one providing for working
out lines on streets, and penalty
for refusal to work. One relat
ing to hotel porters,- hack driv
ers and street car conductors in
I soliciting patronage; Establish
ing a board of fire wardens, sus
pension and removal of city ofli
cer>- and their election and ap
pointment; sources and collect
ion of revenue and the use of
streets for piling material while
building or repairing buildings.
The question of additions was
not acted upon.
The council adjourned to meet
again in the mayors office next
Monday at 8o’clock.
