that these activities are directed

nment itself, when it is shown
that German . money and Ger-
man intrigue are sowing broad-
cast the seeds of treason throuhg
out the United States, the gov-
ernment at Washington can no
longer afford-to close 'its eyes.
I know of no way-by which
this German propaganda can be
reached under the laws of the
United States. But the .German
government can be told and told
emphatically that this official
conspiracy against the peace

must, stop and-stop at "once.
No other neutral government
in the world Would permit such

rights and its liberifeies.
