$2700. All of this money went to
the farmers round about the city anil

61TTHI111C, Jan. 15.—Mr. A. C. Scott
Introduced a resolution this morning
that will result In a general stirring
up of the agricultural college affairs.
It Is a resolution asking Major Alvord
to withdraw Ills resignation and with
hold It pending an Investigation of
the affairs of the college. The reso-
lution patsed the council by a unani-
mous vote and was immediately sent
to tho House where It met with a
similar reception. It Is evident that
the legislature Is solidly with Major
Alvord, and 1( after an nvestigatioi,
It Is shown that the condition of af-
fairs is as lio describes, there will be
such u shaking up us has not occurred
in the history of Oklalima. The
mova Is given more weight because
Mr. Scott has inaugurated It. Mr.
Scott Is a republican, anC Major Al-
vord Is a democrat. Hut Mr. Scott
Is more interested In the upbuilding
of the territorial educational instltu
tlon than In tho gaining of a party
advantage.
The restoration of the records of
Payne county Is giving I lis legislature
a good d al of trouble. There are
more obstacles In the way than
was thought at tirs", glance. The
United States forbids special legisla-
tion in the first place, ana then it Is
not an easy task to restore the rec
ords of a county.

islature would be almost helpless
without more help than the l otted

pays the chief clerk, enrolling clerk,
sergeant 1 ut arms, messenger and
watchman. Other clerks are an ab-
solute necessity to Insure efflclont
work.
Thesis Jon of Mr. Overholscr
In relation to exemptions from taxa-
tion seems to take with favor, and
will be Incorporated In a bill by Mr.
Scott. The suggestion Is this: In
case a person has less than, say 1100
worth of personal property, exempt It
all from taxation; but In case a person
has more than 100 worth of personal
property, list H all for taxation, ex-
empting nothing. Such a law would
pro tec', those who aro unable to help
boar the burdens of government,
while those who aro able to pay will
bo obliged to pay on all their proper-
ty. Less than a fourth of the beads
of families would under inch a law
be able to claim an exemption. An
othoi good result of such a law would
be to make all tuxes collictable, and
would thus save the county more
than $1,000 a year, which has hereto
fore been paid for cudeavorlng to
collect taxes on assessments of from
«10 to 125 making it Impossible to col-
lect, there being uo property
which to levy. Under the proposed
plan no tax warrant would represent
less than $100 worth of property as
Hated and probably of $20 of real
value.
It will be unfair to the members of
the legislature If the taxpayers do
not present their side, and It will be
worth while to send here men of good
tandlng, and the best business quail
llcatlons to explain to the committees
how they would like the fees and sal-
aries fixed. Wo believe that the
committees would llko to bear from
conservative taxpayers and got their
views. More than fifty men in Okla
homa county pay annually over #100
In taxes. Those fifty men could well
spend teu dollars each lu coming here
to present their notions of an equit-
able bill for the fixing of fees and sal
arles. If the taxpayers come here
they will be gladly given a beiricg.
