Many Help to Build Good Scouts
FAR TOO MANY PEOPLE do not understand why the Boy Scouts must have
more money than provided by each boy's annual dues. In El Reno, doubtless
there are many persons who do not realize how scouting has grown to where
it now has something like 3,000,000 boys participating and 1,000,300 volunteer
workers. The entire program, from national headquarters through regional offices
to the local council is co-ordinated and kept moving at high standards by only
about 3,000 paid or professional workers. We want you to know how the or-
ganization is put together so each boy benefits. Perhaps the following will help
explain it.

Boy Scouts of America was chartered by Congress to bring pro-
gram to all boys.
Constant program enrichment.
Trains professionals and top volunteers.
Authorizes uniforms, insignia and equipment.
Promotion—Relationships with all national bodies.
Operates large national events and good turns.
International relations.
Grants charters to parent institutions through Local Council.

Chartered by Boy Scouts of America-540 local councils,—10 in
Oklahoma.
Responsible for carrying out National programs and making it
available to all boys.
Provides stability through organization and in sponsorship.
Works with and through existing institutions—churches, schools,
P.T.A.'s, civic, fraternal and veterans' organizations.
Provide continual coaching to all units.
Organizes new units, recharters all units annually.
Provides year-round camping facilities and leadership.
Maintains standards in boy advancement.
Maintains health and safety standards.
Provides service headquarters.
Maintains all records for boys and adults, permanently.
Finances itself and trains leaders.
Employs one professional for every 330 adult volunteers and
1,000 boys.
Parent Institution
Assumes responsibility for using Scouting as a part of all of its
youth program.
Provides leadership, meeting place, year-round continuity of pro-
gram for the boys.
Has representation on the Local Council.
The Unit
Develops sound character, good citizenship and physical fitness
among the boys under its influence.
Provides a program which parents can use at home with their
boys.
Finances itself through a budget plan.
The Boy
Learns to live with others.
Interprets "Duty to God and Country".
Has a satisfying high adventure experience, under the leadership
of good citizens.
Learns thrift by paying his own way through the unit budget plan.
