became effective May 11, have been

ed or rejected, as the case may be.

There is one section of the new
law that is misleading, and may
alons, and It Is expected that the have the effect of building up hopes
applications will continue to arrive among some of the old soldiers that
at the rate of about 20,000 a day they are going to get the maximum
until all of the 450,000 old soldiers rate of (20 a month, regardless of

Under the old law a soldier who
was unable to perform any work
whatever could get $30 a month

disability. The new law does not
change this section a particle.
Under the new law It is simply
the age and length of service that
will determine the rate. A soldier
may have served two years and
been shot nearly to pieces, and yet
he won't receive any more under
the new law than bis comrade who
wasn't injured at all while serving
the same length of time. Age and
length of service alone are the qual-
ifications under the new law. Any
old soilder however, who was wound-
ed in the war, and who is unable
to perform any labor because of his
wounds, should apply for the maxi-
mum under the old law gives unless
his age and length of service gives
him the maximum of $30 a month
under the new law. In other words,
there is nothing in the new law to
prevent a soldier from applying un-
der the old law, providing the new
law doesn't give him as much as
he is entitled to under the old law.
In all except a very few appli-
cations thus far filed, the ages given
by the old soldiers range from 64
to 90 years. Only a very tew under
the first figure, so it is seen that

have not already filed their appli-
cations for increase under the new
law should do so * at once, as the
law provides that the increase, when
allowed, shall date from the date
of filing the application. It is dol-
lars and cents, therefore, to get the
applications in early.

This is the limit. There are wo-
men in this land who have toiled to
gain the ballot, and yelled "Votes
for Women" until their silvery
voices have become rusty and crack-
ed with age; until their dimples
have become wrinkled, and their hair
white. But the other day a slip
of a sixteen-year-old girl, with a
peachy complexion, golden hair, and
wearing a simple white dress, and
blue sash was introduced to a New
York audience by an old gentle-
man, as "the most intelligent wo-
man's suffragist in the WORLD."
