SUCTION 2. On the terms and condi-
tions hereinafter set forth this franchise
is hereby granted to the (.handler I’.lcctric
Company a corporation, its successors and
assigns for the term of Twenty (20) years
from and after the passage of tills or-
dinance by the City Council of tile City
of Chandler. Okla., and the approval there-
of at an election, called according to law,
by tlie voters of said City.
SliCTION 2. The said Chandler Electric
Company, its successors and assigns shall
install and maintain standard Sixty (00)
Cycle, Three (3) Phase, Twenty-three
hundred (2300) Volt machinery, and
Twenty-four (21) hour service. All ma-
chinery and appliances shall be of the
latest type and of sufficient capacity and
of proper design to do the work required.
SECTION I. The Chandler Electric Co.,
a corporation, shall hereafter be known
as “Grantee* and the City of Chandler
Oklahoma shall be known as "Grantor.”
SECTION 5. 'rile Grantee of this Fran-
chise shall furnish electric current to the
City and its inhabitants at not more than
the following rates:
First 50 Kilowatts________ 13 cents
Second 50 Kilowatts ____12'/j cents
Second too Kilowatts______II) cents
All over 200 Kilowatts______8 cents
The Grantee shall not charge accumula-
tive rates in the above schedule of rates.
The Grantee shall be allowed to charge a
monthly minimum of 50 cents for service

by the Constitution aiul laws of the State
of Oklahoma, nml pursuant to Resolution
No. 17G, passed by tin* City Council and
approved by tlie Mayor of tlie City of
Chandler, Oklahoma in session, on the 25th
day of February, 191G, notice is hereby
given that at the regular election to be
held in the City of ('.handler Oklahoma on
tlie 4th day of April 1910 the Franchise
granted by the City Council and approved
by the Mayor of City of ('.handler, Okla-
homa on the 25th day of February, 1910,
granting to the Chandler Electric Com-
pany, a corporation, a franchise to use the
streets, alleys avenues, bridges and other
public places for the purpose of furnish-
ing to said City and its inhabitants elec-
tric light, heat and power, will he sub-
mitted for approval to tlie qualified el-
ectors of the City of (’.handler, Oklahoma,
said franchise bing in the following words
and figures, to-wit:
“ORDINANCE NO. 400
“AN ORDINANCE ENTITLED:
“An ordinance granting an Electric Fran-
chise to the Chandler Electric Company,
a Corporation, of Chandler, Oklahoma,
its successors and assigns, for a term
of twenty (20) years with authority
to erect, construct, maintain and es-
tablish an electric light, heat and
power plant within the corporate
limits of the City of Chandler, Oklahoma,
and granting permission to use tlie streets,
alleys, avenues, bridges and public
grounds of said City for the erection of
poles, wires, transformers and other pro-
per apparatus for the purpose of furnish-
ing electric light, heat and power to said
City and the inhabitants thereof and pre-
scribing the prices at which said electric
current shall be sold.
RE IT ORDAINED BY THE MAYOR AND
CITY COUNCIL OF THE CITY OF
CHANDLER, OKLAHOMA.
SECTION 1. There is hereby granted to
the Chandler Electric Company, a Corpor-
ation, of Chandler, Oklahoma, its succes-
sors and assigns nn electric light, heat
and power Franchise, with full power and
authority to erect, construct, install and
maintain an electric light, heat ami power
plant within the corporate limits of the
City of Chandler, Oklahoma, with full
power and authority to use the streets,
alleys, avenues, bridges nml public
giounds of said city for the purpose of
erecting poles, wires, transformers and
other proper apparatus to furnish light,
heat and power to said City and it*, in-
habitants. No poles, w ires or other appar-
atus shall be erected or maintained on
Manvel Avenue in said City without the

The Grantee shall be allowed to charge a
monthly minimum of One Dollar ($1.00)
per bourse power as a service charge if
that amount of current is not used. The
Grantee shall allow a discount of five (5)
per cent on the above rates if the bill
is paid on or before the 10th of the month
following tlie rendering of the service. All
meters for power service shall be furnished
and installed by the Grantee as provided
in Section 5 of this Franchise. K. XV. H.
shall he taken to mean Kilo XVatt Hours.
Section 7. The Grantee shall maintain
Twenty-Four (24) hour service and con-
sumers shall wire their own buildings, at
their own expense under the supervision
ami inspection of a competent City In-
spector. Grantee shall extend its lines
200 feet on the demand of one consumer
who signs a contract to use electric lights
for lighting his home for 12 months.
Section 8. All poles used by Grantee
shall he good and substantial and not less
than 25 feet high above the ground in the
business district, and 20 feet high above
the ground in the residence district. They
shall he placed just inside the curb in
such a manner and in sueli places as to
least interefcrc with the use of said streets
and other public places by the public and
adjoining owners. All of said poles shall
be at least six (G) inch tops and sueli
poles as arc now smaller than six (6)
inch tops shall he replaced with poles of
that size in one year from the taking ef-
fect of this Franchise.
Section 9. Upon compliance by the
Grantee with the terms of this Franchise
the City of Chandler, Oklahoma, shall
enter into a contract with the Grantee to
furnish to said City sixty (GO) or more
incandescent lamps of 80 mean horizontal
caudle power each, said lamps to lie lo-
cated at points designated by the City.
The Grantee shall place said lamps on
street brackets with reflectors which will
increase the candle power, 5 degrees be-
low horizontal, 5 candle power, making
tlie total candle power of said lamps, 85
candle power each, for tlie sum of $1.75
per month per lamp.
Additional lamps shall be placed not
more than two blocks from existing lines
and furnished to the City upon its order at
the same price. The Grantee shall furnish
larger street lamps of proper and latest
type at points designated liy the City as
above and if said lamps are 200 candle
power or over and the City so orders they
shall be suspended in the middle of the
street intersections at the following rates

400 Caudle Power, Type “C** Mazda—$5.00
All larger lamps in proportion. If a lamp
is out more than one night n reduction
shall he allowed pro rata for the night or

Section 10. All street lamps shall lie
lighted during all dark hours from sunset
to sunrise every night in the year when
the moon is not actually shining or when
cloudy or the moon is obscure. The lo-
cation of any light or lights shall be
changed by said Grantee on order of the
City and tlie said City shall pay the ac-
tual cost of labor aiul extra materials

current for street lighting to any person
or corporation, when said person or cor-
poration is required to put them In by the
City, at the same rates ns paid by the
City and shall furnish the same size and

said City hereby binds itself to purchase
current for street lighting from Grantee
for the period of 5 years from the tak-
ing effect of this Franchise, subject to
tlie right of the City hereinafter reserved to
purchase the said plant.
Section 11. The rights, privileges and

City, to-wit: That the City of Chandler
