The soundness of populist principles

gress to enact a law guaranteeing •>

build private railroads in the Philip-
pine islands. Everyone knows that if
those roads are built by private dar
ties under tlie pltin, the people of the
■ nited Stutes will have to pay that
interest and private parties will own
the roads just as they do the Union
Pacific, after thr government donated
twice as much to private parties to
build the road as it could have built
it for itself. Then think of the govern
saent guaranteeing 5 per cent interest
on bonds when it can borrow money
itself for 21 and 3 per cent. If rail-
loads are to be built in the Philippine
islands on the government credit, let
the government build and own them.
The plan is so ridiculous that one can
not help thinking that its real purpose
is to give some millions of dollars to
a favored few among the rich to pay
them for sup|>ortirig the republican
party. Yet it will be done. That is
part of the republican landslide.—Ne-
