For Her
City Healthful Comet
Before City Beautiful
“Public health i» basic municipal
work, and should be accorded a more
Important place among municipal h<
tlelties said William P. Capes, $ecre
tary of the New YnrL state conferen^
of mayors and other municipal ofli
Hals. In a talk broadcast from station
WGT. Schenectady, recently, the Ve«
Tork Times states.
"Cnless a municipality is healthful.”
said Mr Oapea. It ta no fit place in
which to live, to work and to play. Re
fore we can hate the city beautiful,
the city contented the city efficient,
we must haTe the city healthful Thai
Is why the New York state conference
•f mayors and other municipal offi
etals always hss been keenly Inter
eafed in health work; that Is why
this organisation of An cities and 30
first cltss villages has for the last !.>
yearg been promoting efficient h *al’b
regulations and organisation and keep
lug 'local health officials informed
■hont public health activities and
proper public business management.
Tffie first gathetiog of city officials,
which resulted In the organisation of
tbn mayors' conference, was called
In MHO for the sole purpose of con
•fdering public health questions This
epoch making event w*s the beginning
of the movement which later resulted
In a reorganization of the state
health department, and following it #2
per cent of the annual messages of
the mayors dealt principally with local
health problems,
”A few- years later the conference
urged the scoring of city health work
A member of the state department of
health, trained In both public health
and municipal work, went annually
from city to city and, by a scientific
method of scoring learned the effi-
ciency and value of each local health
activity. This not only showed each
city administration where its public
health work was effective or weak,
hut also created a rivalry among the
municipalities and succeeding local
health administrations which produced
better health protection
The work of the mayor*' conference
leaves no doubt about Its attitude on
public health. It Is basic municipal
work.
